Manado (ANTARA) — Witness and Victim Protection Agency (LPSK) Deputy Chair Wawan Fahrudin said Law No. 3 of 2026 on Witness and Victim Protection is intended to ensure that people who dare to stand up and reveal the truth are not left to struggle alone.

“Under this law, protection is not provided solely to witnesses and victims. The categories covered have now been expanded to include cooperating perpetrators, whistle-blowers, informants and experts,” Wawan said in Manado on Wednesday.

He said the law was a breakthrough, explicitly mandating that protection and recovery require collaboration.

“It will be ineffective without cooperation among many parties, particularly local governments,” he said.

Wawan invoked the philosophy of North Sulawesi hero Sam Ratulangi, “Sitou, Timou, Tumou Tou”, meaning that people live to help others thrive.

“A person is truly human only when they treat others humanely,” he said.

Wawan said the philosophy remains highly relevant today and offers a guiding spirit for providing protection and recovery to witnesses and victims.

“Protecting them from threats, helping them recover from trauma and providing a safe space for the oppressed. That is how we understand the philosophy expressed by Sam Ratulangi,” he said.

Representing LPSK, Wawan called on the provincial government and its agencies, law enforcement officials and all elements of civil society to work together to create safe spaces for victims of crime.

“Let us join hands and make participation a reality in every corner of North Sulawesi, making every government office, every village and every alley a safe space for victims of crime,” Wawan said.

He said that rank, position and authority were merely trusts from God, while what endured was how many tears of sorrow had been wiped away and how much security had been provided to the most vulnerable.

“That is how we choose to be remembered in the future. If justice is a long and uphill journey, let us climb it together. If not us, then who?” he urged.

The socialisation of Law No. 3 of 2026 on Witness and Victim Protection was attended by North Sulawesi Deputy Governor Victor J. Mailangkay, LPSK officials, representatives of the Indonesian Military, National Police and prosecutors’ office, heads of government agencies, volunteers and other invitees.
