The Education Fund Management Agency (LPDP) has identified 44 scholarship recipients who have not fulfilled their post-study service obligations. The Head of LPDP’s Legal and Communication Division, M. Lukmanul Hakim, revealed the reasons why these scholarship recipients have not carried out their contribution obligations.

“The reasons vary, including delays in reporting graduation, pursuing further doctoral studies, or working at international institutions, which are included in the exemption category,” he said when contacted on Tuesday, 24 February 2026.

He stated that his institution is currently conducting individual verification processes for the 44 scholarship recipients who have not fulfilled their post-study service obligations. “Each case is being clarified individually according to the terms of the agreement for each recipient,” he said.

Lukmanul assured that recipients who do not fulfil their contribution obligations as stipulated in the agreement will be subject to sanctions, including the obligation to reimburse tuition fees.

However, he said that the process of imposing sanctions on scholarship recipients who have not fulfilled their contribution obligations is still ongoing, including the calculation of the amount of tuition fees to be reimbursed.

“Therefore, the final figure cannot be disclosed yet,” he said.

The issue of LPDP scholarship recipients has recently come to the fore. This began when Dwi Sasetyaningtyas, an LPDP scholarship alumna, uploaded a photo of her child’s British passport on social media. She stated that she wants her children to become foreign citizens by having British passports.

LPDP later revealed that Tyas’s husband, whose initials are AP, is also an LPDP scholarship alumnus. However, AP is said to have not completed his contribution obligations. According to the rules, all LPDP recipients and alumni are required to serve and contribute in Indonesia for a period equal to twice the duration of their studies plus one year.

The government has decided to include AP on a blacklist, preventing him from pursuing a career in government. The Minister of Finance, Purbaya Yudhi Sadewa, said that AP is willing to accept other sanctions.
