LPD Bedulu Reveals Origins of Customers' Failed Withdrawals Since 2021
The management of the Bedulu Village Credit Institution (LPD) in Blahbatuh, Gianyar, Bali, has revealed the origins of the problem that has left around 1,000 customers unable to withdraw their savings since 2021. The issue began during the COVID-19 pandemic. “Approximately 1,000 LPD Bedulu customers have been unable to withdraw their savings since the pandemic in 2021. The total amount reaches IDR 245 billion,” said LPD Bedulu Chairman Anak Agung Gede Putra Adi Parwata after a dialogue with customers at the Gianyar DPRD office on Wednesday (8/7/2026). Parwata explained that at that time, hundreds of customers rushed to withdraw their savings. However, not all customers could withdraw their money from LPD Bedulu because a portion of the managed funds had been lent out to debtor customers. As a result, LPD Bedulu management was unable to meet the withdrawal demands of its customers since five years ago. “We categorise all of these as non-performing loans. However, there is still real collateral based on notary assessments,” Parwata said. Parwata stated that the total funds currently managed by LPD Bedulu amount to IDR 485 billion, which includes LPD Bedulu’s assets worth IDR 410 billion. With these managed funds, the process of returning customers’ principal savings along with interest is still ongoing in stages. The interest on customers’ savings is currently being prioritised for payment first. “Because if we only pay the principal, it will cause a loss. We have already paid the interest previously,” he said. Parwata mentioned that his party has been given one year to process the payment or return of customer funds. Time is needed to sell LPD Bedulu’s assets and auction the collateral pledged by debtors. It is estimated that it will take until 2031 to liquidate the assets and collateral of non-performing debtors to return customer funds that have been stuck since 2021. “If the handling of large debtors is appropriate, we are optimistic we can return customer funds. We had requested five years, but were only given one year,” he said. “Moreover, many debtors are facing economic difficulties, and auctioning collateral also requires a process,” he added. In a previous meeting also attended by Gianyar DPRD members and the Gianyar District Attorney’s Office, LPD Bedulu management revealed a list of debtor customers who have settled their obligations. “There are seven customers whose debts we have resolved,” said Parwata. Parwata explained that the amounts returned by these seven debtors varied, ranging from IDR 200 million, IDR 2 billion, IDR 5.5 billion, to IDR 12.1 billion. The total funds, including interest, obtained from the seven debtors reached IDR 24.3 billion. These billions of rupiah have been allocated to pay some LPD Bedulu customers who have been unable to withdraw their savings for five years. “So, out of 34 large debtor customers, seven have been resolved. These are our large debtor customers who have been settled,” Parwata said. Parwata added that collection efforts against the remaining 27 large debtors are ongoing. Civil legal action has been pursued against debtors who are in arrears on their payments to LPD Bedulu. Some cases against these debtors have even reached the cassation level. In addition, the sale of LPD Bedulu’s assets is also being carried out to cover customers wishing to withdraw their savings. “We are also pursuing civil legal action against debtor customers who are in arrears. Some of our legal efforts against debtors have already reached the cassation level,” he said. Besides attempting to collect from debtors with large nominal debts, LPD Bedulu has also formed a resolution team. This team involves several members of LPD Bedulu management, Bedulu Traditional Village officials, and customers whose withdrawals have failed. Dozens of LPD Bedulu customers previously visited the Gianyar DPRD office. They requested the council to facilitate mediation with LPD Bedulu management. The customers, coordinated by social media activist Wayan Setiawan, complained to the council because they have been unable to withdraw their savings at LPD Bedulu for five years, since 2021.
