Low Public Awareness Hinders Land and Building Tax Collection in Cirebon
The Cirebon Regency Regional Revenue Agency (Bapenda) is continuing efforts to optimise locally generated revenue, particularly from the Rural and Urban Land and Building Tax (PBB-P2), which is still considered suboptimal. Head of Revenue Control and Evaluation at Bapenda Cirebon, Anne Sri Mulyani, acknowledged that some sub-districts are far from meeting their targets, although others have already surpassed theirs. “The highest-performing sub-district is Pabedilan, which has reached 52.49 percent. As of 12 June, total PBB-P2 revenue stands at just over Rp16 billion, or around 35 percent of the set target,” she explained. Anne noted several obstacles in tax collection, with the biggest being a lack of public awareness. “The challenges we encounter in the field include low taxpayer compliance, payment delays until after the harvest season, and difficulties in synchronising data on residents who have already paid their taxes,” she said.
