Logistics Players Urge Regulatory Certainty for JTCC Integration

Logistics industry players are urging regulatory certainty for the integration of the Cibitung-Cilincing Toll Road (JTCC) so they can formulate distribution strategies and business plans with greater confidence. Secretary General of the Indonesian Logistics and Forwarders Association (ALFI) Institute Trismawan Sanjaya stated in Jakarta on Thursday that regulatory certainty is a prerequisite for logistics operators. He assessed that tariff integration would send a positive signal to the business world as it reflects the government’s commitment to improving logistics efficiency and the investment climate. “If tariffs remain fragmented, it becomes a high cost for the logistics industry. If the toll tariffs for logistics-supporting sections are integrated, businesses will have more route options, while clear regulations will boost business and investor confidence,” he said. If implemented optimally, the integration of the logistics corridor is believed to strengthen the JTCC’s role as a direct access link connecting industrial areas with Tanjung Priok Port. The integration has the potential to create a more evenly distributed traffic flow, improve operational logistics efficiency in terms of both time and cost, and strengthen the national supply chain. In the long term, better connectivity is expected to enhance the competitiveness of Indonesian products in the global market while maintaining domestic price stability. Previously, Tulus Abadi, a member of the Toll Road Regulatory Agency (BPJT) representing the public, mentioned that the JTCC integration plan is part of a broader integration plan for existing routes, especially in the Greater Jakarta area. “The integration plan for the JTCC is part of a wider connectivity effort and includes other toll road sections that meet the requirements,” Tulus said. He added that the government is preparing a logistics corridor integration scheme for the JTCC to maximise the potential of existing routes for logistics connectivity and to ease the traffic burden on arterial roads. The logistics corridor integration plan being prepared by the BPJT is considered an important step towards creating a more efficient and integrated logistics transportation network. One of the sections under discussion is the Cibitung-Cilincing Toll Road, which plays a strategic role as it connects industrial areas in East Jakarta and West Java with Tanjung Priok Port. Meanwhile, public policy observer Agus Pambagio reminded that regulations are needed to govern coordination among toll road business entities. Legal certainty ensures oversight so that the implementation of the logistics corridor integration runs optimally. “A ministerial regulation must indeed serve as the basis for integration. Equally important is the governance and supervision, so that integration runs consistently and provides certainty for all parties,” he said. Agus added that the logistics corridor integration is a strategic step towards creating a more efficient and user-friendly toll road system. “Tariff integration must be carried out so that users do not have to pay multiple times and the system is easier. More importantly, supervision must be in place so that implementation is truly effective,” he stated.
