The ongoing local leadership elections clearly show that local communities find it difficult to choose leaders of high caliber, despite the relatively smooth holding of the polls.

This phenomenon is connected with the high cost of standing in these elections. As a result, the chances of candidates who lack the necessary financial resources are slim. The elections, therefore, tend to be won by those with money.

The major costs involved have also led to many candidates relying on backers to finance their campaigns, which of course entails various forms of "commitments" if the candidates are victorious.

Although being supported by financial backers is not in violation of local election rules, local chief executives elected in this way are more likely to become involved in corruption to recover their money or succumb to pressure from the backers to further their interests.
