LKPP Deputy Strokes Chest in Concern Seeing Boeing and Airbus Required to Provide SIUP and NPWP...
JAKARTA - Procurement expert and Deputy for Law and Dispute Resolution at the Government Goods and Services Procurement Policy Agency (LKPP), Setya Budi Arijanta, was dismayed upon seeing world-class companies Airbus and Boeing being asked for a Business Trading Licence (SIUP) and Taxpayer Identification Number (NPWP) while participating in the procurement of the Republic of Indonesia’s Presidential Aircraft.
“I was stroking my chest,” said Setya during the hearing at the Jakarta Corruption Court on Monday (6/4/2026).
He learned that Boeing and Airbus were required to provide SIUP and NPWP because he was accompanying the presidential aircraft procurement.
Setya explained that during the aanwijzing or meeting in the procurement process, Boeing’s side once asked Indonesia about the SIUP and NPWP documents.
“Boeing was asked for SIUP and NPWP, imagine. They were confused. Where would a company like Boeing, or Airbus, get an NPWP from?” he stated.
Setya elaborated that at that time, the procurement of the aircraft for President Prabowo Subianto’s needs required direct communication with Boeing and Airbus, given the limited number of aircraft manufacturers. As a result, the government needed to engage in direct communication, even negotiations, with Boeing as the producer.
In the end, Boeing and Airbus did not go through the bidding process but were represented by broker companies.
“Ultimately, Boeing and Airbus did not bid; they just went through brokers, told to go that way. Nowadays in the government, many tender winners are ‘CV Palugada’,” Setya added.
