LKPP Deputy: Boeing and Airbus Asked for NPWP During Presidential Aircraft Procurement
JAKARTA - Procurement expert and Deputy for Law and Dispute Resolution at the LKPP, Setya Budi Arijanta, expressed concern upon seeing Boeing and Airbus being asked for a Business Trading Licence (SIUP) and Taxpayer Identification Number (NPWP) while participating in the procurement of the Indonesian presidential aircraft.
“Yesterday when I was accompanying (the procurement of) the presidential aircraft, sir. I patted my chest, Boeing was asked for SIUP and NPWP, imagine, confused. Where can you find Boeing, that company, and Airbus being asked for NPWP?” Setya said during the hearing at the Jakarta Corruption Court on Monday (6/4/2026).
Setya shared this story when asked for his opinion in the continuation of the trial in the alleged corruption case of Chromebook-based laptop procurement for the defendant, former Minister of Education, Culture, Research, and Technology Nadiem Makarim.
As a result, the government needs to engage in communication, even direct negotiations, with Boeing as the manufacturer.
Setya said that during the aanwijzing or meeting in the procurement process, Boeing once asked Indonesia about the SIUP and NPWP documents.
“In the end, Boeing and Airbus did not bid, they went through brokers only, told to go through. Nowadays in the government, many tender winners are ‘CV Palugada’,” Setya added.
In this case, former Minister of Education, Culture, Research, and Technology Nadiem Makarim along with three other defendants are said to have caused state financial losses amounting to Rp 2.1 trillion.
Nadiem is accused of enriching himself by Rp 809 billion. This figure is said to come from Google’s investment in Gojek or PT AKAB.
Nadiem is alleged to have misused his authority, making Google the sole controller of ICT procurement, one of which is laptops, in Indonesia’s technology ecosystem.
This was done by directing the procurement study towards one product, namely Chrome-based devices which are Google’s products.
Nadiem carried out these actions together with three other defendants, namely former Technology Consultant in the Ministry of Education, Culture, Research, and Technology, Ibrahim Arief; Director of SMP in the Ministry of Education, Culture, Research, and Technology from 2020–2021 as well as Budget User Representative (KPA), Mulyatsyah; and Director of SD in the Ministry of Education, Culture, Research, and Technology from 2020–2021 as well as KPA, Sri Wahyuningsih.
For their actions, Nadiem and the other defendants face charges under Article 2 Paragraph (1) and Article 3 in conjunction with Article 18 of Law Number 31 of 1999 as amended and supplemented by Law Number 20 of 2001 on Amendments to Law Number 31 of 1999 on the Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) first of the Criminal Code.
