Littering in Badung to Be Tried On-Site Immediately
The Badung Civil Service Police Unit (Satpol PP), in collaboration with the Denpasar District Court (PN), has begun implementing on-site trials for violators of regional regulations. To date, nine offenders—consisting of street vendors and those who litter indiscriminately in Kuta subdistrict, Badung—have been tried on-site.
“On-site Tipiring trials have previously been held in Kuta subdistrict involving nine violators. Two were tried for littering, and seven for vending on pavements,” stated the Head of the Badung Satpol PP, I Gusti Agung Ketut Suryanegara, on Sunday (10/5/2026).
These nine violators were caught during an enforcement operation for breaching Local Regulation No. 7 of 2016 on Public Order and Community Tranquillity. In the trial held at the Aula Karyam Karma Karoti III in the Kuta subdistrict office, the judge imposed varying fines on the offenders.
“Penalties ranged from Rp150,000 to Rp300,000 per person. The implementation of on-site trials is an effort to strengthen the enforcement of the regional regulation while providing a deterrent effect to violators,” said Suryanegara.
Suryanegara explained that this on-site trial approach is an innovation to break the chain of bureaucracy, which has previously been deemed ineffective for field officers. Previously, officers had to transport violators back and forth to Denpasar and Mengwi, which burdened their time and operations.
“We requested the court to conduct trials in each subdistrict only, and it has been approved. For example, yesterday, violators from South Kuta had to be taken to the court in Denpasar, then pay the fine at the Badung Prosecutor’s Office in Mengwi—that was extremely cumbersome,” he added.
This trial model is deliberately brought to the subdistrict level so that case resolutions are completed on the same day as the enforcement action. The Badung Satpol PP has coordinated with the Denpasar District Court regarding the readiness of the budget for legal personnel operations through the 2026 Regional Budget (APBD).
In addition to illegal vendors and litterbugs, officers will also target parking violations on pavements and other public order disturbances. Persuasive efforts will still be prioritised first, with firm action taken against stubborn violators.
“The regulation stipulates penalties of up to Rp25 million in fines or three months’ imprisonment. In addition to social sanctions, violators are also brought to Tipiring trials, which this time we conducted directly on-site, and this is the first time,” he concluded.
