The Ministry of National Development Planning/Bappenas has begun the process of preparing the 2027 Government Work Plan (RKP) as a reference for ministries, institutions, and regions in developing programmes, while also serving as the basis for drafting the 2027 State Budget (RAPBN).

Minister of National Development Planning/Head of Bappenas Rachmat Pambudy emphasised that development must be based on systematic, measurable, and integrated planning and budgeting.

“In development, economic growth is not the ultimate goal but a tool to improve public welfare. Therefore, growth must be inclusive and sustainable,” explained Minister Rachmat Pambudy when opening the Kick Off Meeting of the National Development Planning Consultation (Musrenbangnas) for 2026 online, quoted on Monday (11/5/2026).

The 2027 RKP carries the theme “Accelerating Quality Growth through Productivity, Investment, and Industry”.

In a separate occasion, Rachmat Pambudy explained that the government has set a growth target of 7.5% for next year. This target will be realised through 8 clusters of National Priority Work Programmes (PKPN), accompanied by support from all regions.

“We need to grow, and this growth should not only be in Jakarta but in every region, and in our records, national growth of 5.9% to 7.5% cannot be achieved without regional support,” said Rachmat in the 2026 Rakorbangpus.

Rachmat assured that all priority programmes will be implemented throughout 2027 within three major government focus themes, namely promoting productivity, investment, and industry. They will also be distributed according to the strengths of each region across the Unitary State of the Republic of Indonesia (NKRI).

He also stressed that financing for priority programmes will not only be met through the State Budget (APBN), but will involve non-APBN financing with synergy from all stakeholders.

“Rather, non-APBN financing, including Danantara investments, must be actively encouraged so that our development capacity is not limited to fiscal matters alone,” said Rachmat.
