Companies providing limited-passenger bus services are supposed to ensure that the number of passengers on their buses does not exceed the number of seats and that fewer stops are made. One such company charges Rp 550 for a ride, while another charges Rp 600 irrespective of the journey's distance. In practice these buses are always overcrowded.

A few years back, the regulations were strictly observed. No standing passengers were allowed in limited-passenger buses. If it happened that one or two passengers did not have a seat, they would be asked to squat in the bus aisle so that they were not seen by controllers on duty at certain bus stops. These days the supervision is feeble.

In compliance with the national discipline movement, these buses must not be allowed to take passengers exceeding the seat capacity.
