Letter Issued! Prabowo Instructs Ministers to Discuss Oil and Gas Bill
President Prabowo Subianto has issued a letter to several cabinet ministers regarding the discussion of the Oil and Gas Bill (RUU Migas). The letter, numbered R-45/Pres/09/2026, concerns the appointment of government representatives to deliberate on the Bill.
The letter was signed by President Prabowo on 14 September 2026 and addressed to the Speaker of the House of Representatives (DPR RI).
“Referring to the letter from the Speaker of the House of Representatives of the Republic of Indonesia Number T-10437/LG 01 01/8/2026 dated 18 August 2026 regarding the Submission of the Draft Law on Oil and Gas, we hereby assign the Minister of Energy and Mineral Resources, the Minister of Finance, the Minister of Investment and Downstreaming/Head of the Investment Coordinating Board, the Minister of State Secretary, as well as the Minister of Law, to act either collectively or individually to represent the Government in the discussion of said Draft Law,” wrote Prabowo in the letter received by CNBC Indonesia on Thursday (17/9/2026).
Previously, on Wednesday (16/9/2026), the Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia, was questioned regarding the progress of the Oil and Gas Bill, which is intended to replace Law Number 22 of 2001 concerning Oil and Gas.
During a Hearing (RDP) on Wednesday, Yulian Gunhar, a member of Commission XII from the PDIP Faction, noted that since the discussion of the Bill was established on 18 August 2026, there had been no further updates.
“Regarding the Oil and Gas Bill, based on the regulations, since our Plenary session on the 18th, today is already the 16th. According to the rules, the maximum is 30 days. What I want to ask is, what is the status of the Oil and Gas Bill? That is all, Minister. Thank you,” Gunhar asked.
Responding to this, Bahlil stated that the Oil and Gas Bill has indeed been submitted to the executive branch or the government. He noted that his ministry would coordinate with the State Secretariat.
“We also want to ensure that discussions can take place so that we can produce a better law,” Bahliv explained.
As is widely known, one of the most prominent points in the Oil and Gas Bill is the formation of a Special Business Entity (BUK Migas) to replace SKK Migas. According to the draft Bill, this BUK Migas would hold authority over upstream oil and gas mining, managing and entering into partnerships with other business entities. In addition to managing oil and gas resources, the BUK Migas under this Bill could also invest a portion of oil and gas funds through cooperation with the Indonesia Investment Authority (LPI).
