The Deputy Speaker of the MPR RI, Lestari Moerdijat, is urging the consistent strengthening of policies that have a tangible impact on persons with disabilities. This is viewed as part of the state’s effort to provide equal opportunities for every citizen to play an active role in the development process.

“The fulfilment of the rights of persons with disabilities in all aspects of community life must be carried out with full commitment, as the laws and the constitution have already mandated it,” said Lestari Moerdijat in a written statement on Friday (11/9).

This statement responds to the steps taken by the Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK), which held a Coordination Meeting for the Preparation of the Implementation of Government Regulation (PP) Number 31 of 2026 in early September. The meeting involved 64 officials representing 33 ministries, agencies, and local governments.

Government Regulation Number 31 of 2026, established on 2 July 2026, regulates the provision of a minimum 20% concession for persons with disabilities across nine strategic sectors.

Lestari, commonly known as Rerie, emphasised that these concession policies must not stop at the regulatory level. According to her, concrete and collaborative steps are required to overcome various obstacles still faced by persons with and disabilities in accessing public services.

Based on data from the Central Bureau of Statistics (BPS), the challenges in fulfilling disability rights remain significant. It is recorded that only 2.8% of the 17.9 million persons with disabilities in Indonesia have been able to complete higher education. In the economic sector, approximately 70% of working persons with disabilities are only absorbed into the informal sector, which is vulnerable and unprotected.

“Efforts to increase the participation of persons with disabilities cannot be resolved merely by issuing regulations. Concrete and collaborative steps are needed to overcome existing barriers,” said Rerie, who is also a member of Commission X of the Indonesian House of Representatives (DPR RI).

The member of the NasDem Party’s High Council also emphasised the importance of accelerating policy implementation at the regional level. She encouraged the harmonisation and issuance of inclusive Regional Regulations (Perda) across all provinces, regencies, and cities in Indonesia.

Rerie invited stakeholders and the public to build effective protection systems and public services. “The state must remain consistent in its commitment to protecting and fulfilling the rights of all citizens, including persons with disabilities, with the support of all parties,” she concluded.
