JAKARTA - Retired Rear Admiral Leonardi, former Head of the Defence Facilities Agency at the Ministry of Defence, has denied the existence of any state losses from the satellite user terminal procurement project.

“Up to now, the state has not paid anything. No money has been lost. No one has paid, no one has received,” Leonardi said at the Jakarta Military Court on Tuesday (31/3/2026).

He denied committing corruption in the procurement of satellite user terminals for the 123 degrees East longitude orbital slot period 2012–2021.

The Financial and Development Supervisory Agency (BPKP)’s calculation of potential state losses of around Rp 306 billion cannot be categorised as state losses because those funds have never been deposited with PT Navayo International.

Leonardi also explained that while serving as the Committing Officer (PPK), he was unaware of the receipt of work results in the form of a Certificate of Performance (CoP) from Navayo.

According to him, the receipt process did not involve the Work Results Acceptance Committee (PPHP) as stipulated in Ministry of Defence Regulation Number 17 of 2014.

“The process of accepting Navayo’s work results via CoP was unknown to me as PPK and was not carried out by the authorised party, namely the Work Results Acceptance Committee,” he stated.

“According to the Paris Tribunal’s decision, the right to seize Indonesian assets abroad has been cancelled. So there is no right to seize, thus there will be no concrete state losses,” he said.

Leonardi also emphasised that he never received any money related to the project. He admitted that the legal process he is undergoing has also taken quite a long time.

“I did not receive any money from this matter. I was also delayed in being tried for more than nine months, whereas in other cases it is not like this,” he said.

Leonardi was named a suspect for signing a goods and services procurement cooperation contract with Gabor Kuti on 1 July 2016.

Other suspects include Thomas Anthony Van Der Hayden, a US citizen and former Ministry of Defence satellite expert.

There is also Gabor Kuti, CEO of Navayo International AG from Hungary, who is a suspect but still at large.

Navayo International AG as the third party without going through the goods and services procurement process, but based on a recommendation from Thomas Anthony Van Der Hayden.

Subsidiarily, the investigators also charged the suspects with Article 3 in conjunction with Article 18 of Law Number 31 of 1999 as amended by Law Number 20 of 2001, in conjunction with Article 55 paragraph (1) first and in conjunction with Article 64 of the Criminal Code. Or, even more subsidiarily, the suspects are charged with Article 8 in conjunction with Article 18 of Law Number 31 of 1999 as amended by Law Number 20 of 2001, in conjunction with Article 55 paragraph (1) first and in conjunction with Article 64 of the Criminal Code.
