Legislator Urges Government to Draft Implementing Regulations for Revised Police Law

Jakarta (ANTARA) - House of Representatives (DPR) Commission III member Abdullah has stated that the government needs to immediately draft implementing regulations after President Prabowo Subianto ratified the revision of Law Number 5 of 2026 concerning the Indonesian National Police (Polri). According to him, these derivative regulations could take the form of Government Regulations (PP), Presidential Regulations (Perpres), or Police Regulations (Perpol). “We in Commission III of the DPR RI will oversee and monitor the drafting of these regulations through working meetings, public hearings, and working visits,” Abdullah said in Jakarta on Monday. He assessed that the various derivative regulations are important to provide legal certainty, avoid multiple interpretations, and serve as a guideline for the future implementation of Polri’s duties and authorities. Abdullah noted that one of the most critical aspects to regulate is the mechanism for internal and external oversight aimed at strengthening Polri’s accountability. For external oversight, he said, one body that needs strengthening is the National Police Commission (Kompolnas), covering its authority, performance evaluation of Polri, public information disclosure, whistleblower protection, and public complaint mechanisms. He stated that internal oversight must be reinforced by enhancing the professionalism of the General Supervision Inspectorate (Itwasum), the Profession and Security Division (Propam), and other supervisory functions in enforcing ethics, discipline, and accountability among Polri members. “The goal is to ensure all derivative regulations remain aligned with the spirit of police reform, strengthen institutional professionalism, and increase public trust in Polri,” he said. It is known that President Prabowo Subianto ratified Law Number 5 of 2026 concerning the Third Amendment to Law Number 2 of 2002 on the Indonesian National Police, which contains several crucial provisions. These provisions range from the placement of active Polri members in positions outside the institution, changes to the retirement age, to opportunities for persons with disabilities to become police officers. Citing the JDIH page of the Ministry of State Secretariat, based on the copy of the law ratified by President Prabowo Subianto on 17 June 2026, one important change is in Article 28A paragraph 1, which regulates that Polri members can fill positions outside the Polri organisation as long as they are related to police functions.
