Legislator Supports Police Bill to Limit Police Positions: Rather Than Endless Debate
JAKARTA, KOMPAS.com - Member of the House of Representatives Commission III, Rudianto Lallo, supports the revision of the Indonesian National Police (Polri) Law to strictly regulate the limits on assignments for active police members outside the institution.
The NasDem politician assessed that such regulation is important to end the polemic regarding the placement of active police in civilian positions, which has been dragging on for a long time.
“Rather than dragging on with debates, we hope to be patient in waiting for the Polri revision; later, we will include its formulation in the norms of the Polri law revision,” said Rudianto when contacted on Wednesday (6/5/2026).
Therefore, said Rudianto, Commission III of the House of Representatives views that such regulation must be elevated to the level of law to have legal certainty.
“Where are the limits, where can active Polri members enter ministerial agencies, other civilian agencies, right,” he said.
He gave an example that similar regulations have already been implemented in the TNI Law.
“We also want it to be regulated in the law, not through other regulations but must go through the law so that there are no more, eliminating debates on whether this is constitutional or not,” he stated.
Rudianto emphasised that the norm formulation later must meet the principles of lex certa, lex stricta, and lex scripta, so that it is clear, strict, and written.
“Clear, strict, and written so that there are no more multiple interpretations or various interpretations in society and no controversies arising, that’s what we hope for,” said Rudianto.
Furthermore, Rudianto added that the Polri Bill has already entered the National Legislation Program (Prolegnas). Thus, the revision of the policy is likely to be discussed by Commission III of the House of Representatives.
“So far, it has been in the Prolegnas, and indeed one of the points is the revision of the Polri law,” he said.
“The point is, we are ready, of course, under the guidance of the House of Representatives leadership and commission leadership,” he concluded.
It was previously reported that the Polri Reform Acceleration Commission recommended that the position of the Republic of Indonesia Police (Polri) remain under the president.
