Legislator Says Cybersecurity Bill Will Strengthen Komdigi, Public Consultation Imminent
The House of Representatives (DPR) Commission I and the government are currently in the advanced stages of deliberating the Draft Law on Cybersecurity and Resilience (RUU KKS). The draft will soon be brought to public consultation to gather input from various elements of society.
“Yes, that is the current status and, Alhamdulillah, we have held various preliminary meetings. This coming week, we will meet again with several experts, and after that, there will be a public consultation,” said Commission I member Syamsu Rizal (Deng Ical) at the PKB Central Executive Board office in Central Jakarta on Monday (6/7/2026).
According to him, the public consultation will be conducted in stages. Members of the DPR, together with the government, will absorb aspirations from various community groups to ensure the substance of the bill is comprehensive.
“The public consultation will be partial. Our fellow DPR members and the government are asked to absorb input from various community groups or elements,” he said.
When asked whether the draft bill is already accessible to the public, Rizal said the text should be available on the DPR website. However, he stressed that the draft remains dynamic as it is continuously updated in line with the progress of discussions.
“It should already be on the DPR website. This draft is indeed very dynamic because each member has been given a copy and we have conducted our reviews,” he stated.
The PKB politician said his faction has also submitted a number of notes regarding the substance of the bill. He explained that discussions are taking place intensively, not only in formal meetings but also through communication between parties outside official forums.
“We interact almost every day with fellow DPR members and the assigned ministries, and we want to perfect it. So, there is also a new model here because we interact via WhatsApp groups as well, so it is not just happening in meeting rooms,” he explained.
“So that colleagues, especially in the Ministry of Communication and Digital Affairs, as well as other relevant ministries and agencies such as the National Cyber and Crypto Agency and the State Intelligence Agency, have a sufficient legal umbrella to anticipate various developments,” he said.
Rizal noted that regulations concerning cybersecurity are currently scattered across various rules. Therefore, the DPR wants to establish a single regulation that can serve as a legal umbrella in the field of cybersecurity and resilience.
“So that it can truly be adaptive to various actual developments,” he said.
According to him, through the Cybersecurity and Resilience Bill, the government also wants to ensure that the Ministry of Communication and Digital Affairs, along with related institutions, has a stronger legal basis to face increasingly complex cyber threats.
“So, it is not just the Personal Data Protection Law or the new Indonesian National Armed Forces Law, but also laws in the broadcasting and digital sectors, so that this becomes a legal umbrella,” he concluded.
