Legislator Questions Kuansing Regent's Envelope, Seeks Clarification from Raja Juli
A member of the House of Representatives (DPR) Commission IV, Firman Soebagyo, has admitted he is puzzled that Forestry Minister Raja Juli did not directly return an envelope left by Kuansing Regent Suhardiman Amby to the Corruption Eradication Commission (KPK). He assessed that the envelope should not have been sent back to Suhardiman, who is now entangled in a bribery case.
“Look, regarding that matter, we must adhere to, firstly, the provisions of the law. Secondly, we must also uphold the principle of presumption of innocence. According to the provisions of the Corruption Eradication Law, returning the item does not eliminate the criminal act,” Firman said, opening his remarks on Monday (6 July 2026).
Firman noted that, according to regulations, reporting to the KPK is indeed given a 30-day deadline. Nevertheless, he hopes Raja Juli will provide clarification as to why the envelope was only sent to the KPK after news of the Kuansing Regent’s corruption became a public uproar.
“So the relevant official should have handed it over to the KPK within 30 days. Because there is a grace period, it should have gone to the KPK, not to the person concerned. Therefore, this certainly needs clarification,” said the Golkar Party legislator.
According to him, the KPK will later investigate why Raja Juli did not hand the envelope directly to the commission. He also regretted that Raja Juli did not immediately return the envelope to the KPK.
“That is what we regret, why return it to him? Why not hand it over to the KPK? When he knew an item had been left on his desk, assuming he did not know about it beforehand, he should have immediately handed it over to the KPK,” Firman stated.
“If there is an item on the desk that does not belong to him, it should be reported immediately. So there is something odd there. Although we must uphold the principle of presumption of innocence, by general logic, the public understands what the legal basis is,” he added.
Furthermore, he said Commission IV of the DPR will hold a working meeting with the Ministry of Forestry in the near future. His party will request an explanation regarding the matter so that the public is not left confused.
“Yes, we want to hear it directly, but because this has entered the domain of law enforcement, we of course only want to hear the clarification of what actually happened,” Firman said.
“Because we will not intervene with law enforcement officials. We will not intervene, but we will listen to what actually happened, so that we as partners can also answer public questions,” he concluded.
