Legislator Questions IDR 4 Trillion Presidential Assistance for Level Crossings; Transport Minister Responds

Commission V of the Indonesian House of Representatives (DPR RI) held a working meeting with the Minister of Transport, Dudy Purwagandhi, to discuss budgets and various pressing issues. During the session, Commission V member Sudjatmiko questioned the Minister regarding the IDR 4 trillion presidential assistance (banpres) provided by President Prabowo Subianto to improve level crossings following a fatal train accident in East Bekasi.

“The public is asking whether the Minister has received this IDR 4 trillion fund,” said Sudjatmiko during the meeting at the DPR RI building in Senayan, Jakarta, on Thursday (4/6/202cap). He questioned whether the IDR 4 trillion had been integrated into the Ministry of Transport’s budget, noting that the funds are vital for the immediate improvement of level crossings.

He emphasised that since rail is a highly popular mode of public transport, safety and security must be prioritised. Sudjatmiko urged the Minister to verify the status of the assistance to ensure that the funds prepared by President Prabowo are not excluded from the Ministry of Transport’s 2026 budget.

In response, Minister Dudy clarified that the IDR 4 trillion presidential assistance is not included in the Ministry of Transport’s 2026 Budget Implementation List (DIPA). He explained that the funds will be utilised entirely by PT KAI to construct supporting facilities for level crossings, after which the assets will be transferred to the government.

“Based on the results of coordination regarding the handling of level crossings, the capital expenditure (CapEx) for building supporting facilities will be managed by PT KAI, with the assets subsequently handed over to the government. Meanwhile, the operational expenditure (OpEx) will be handled by the government through the I-mobile scheme,” the Minister stated.

Previously, President Prabowo Subianto highlighted the high number of unguarded level crossings, which is suspected to be a cause of fatal accidents, such as the collision between a KRL Commuter Line and the Argo Bromo Anggrek long-distance train in Bekasi. To address this, the President stated he would appoint a special executor to improve these crossings, noting there are approximately 1,800 such points on Java island alone, and has prepared an estimated budget of IDR 4 trillion for the project.
