Legislator asks KPK to investigate Jakarta Dukcapil over foreigner residence permits

Jakarta DPRD Commission A member Ongen Sangaji has asked the Corruption Eradication Commission (KPK) to broaden its investigation into the alleged corruption case ensnaring the Head of the West Jakarta Class I Non TPI Immigration Office by examining officials from the Jakarta Population and Civil Registration Agency (Dukcapil) regarding the processing of residence permits for foreign nationals (WNA).

According to Ongen, the issuance of immigration documents for foreigners is inseparable from civil documents, including the Identity Card (KTP) and Family Card (KK), which are administrative requirements.

"I ask the KPK not to focus solely on the immigration aspect, but also to examine the sub-department heads and heads of Dukcapil regarding the alleged creation of permanent stay permits and passports. This is because the primary data for making permanent stay permits or passports comes from the KTP and Family Card issued by Dukcapil at the city or provincial level," Ongen said in a statement in Jakarta on Thursday.

He also judged that the influx of large numbers of foreign nationals into Jakarta in recent years needs to be a concern for law enforcement officials. Based on information he received, there are allegations of document processing practices for foreigners with very large fees.

"The influx of foreign nationals into Jakarta must be a serious concern for law enforcement. The number reaches thousands of people. In fact, the information I obtained indicates that for making a KTP and KK for one foreign national, the payment reaches hundreds of millions of rupiah," said the NasDem Party politician.

He also mentioned information regarding the alleged use of National Identity Numbers (NIK) belonging to residents from several regions for the purpose of processing foreigner documents. Therefore, law enforcement is deemed necessary to investigate all parties suspected of involvement.

Previously, the KPK revealed that a sting operation which netted the Head of the West Jakarta Class I Non TPI Immigration Office, Ronald Arman Abdullah, was related to the processing of residence permits for foreign nationals.

"Related to processing for WNA," said KPK Chairman Setyo Budiyanto to ANTARA in Jakarta on Wednesday.

Meanwhile, KPK Spokesperson Budi Prasetyo explained that the residence permits in question include the Permanent Stay Permit Card (KITAP) and the Limited Stay Permit Card (KITAS).

"As we know, for a foreign national to be able to stay in Indonesia, there is what is called KITAP, the permanent stay permit card, and there is also a temporary one, or KITAS," said Budi.

Currently, the KPK is still investigating the parties suspected of being involved in the case.
