Legislative Body Member States Agrarian Reform Bill Will Resolve Overlapping Land Conflicts
A member of the Indonesian House of Representatives (DPR RI) Legislative Body, Muhamad Khozin, stated that the Agrarian Reform Bill currently being discussed by the DPR RI will provide certainty regarding land disputes. The bill is expected to resolve issues concerning overlapping land permits belonging to the community.
“The Agrarian Reform Regulation Bill must be directed towards correcting the imbalanced structure of land control and ownership,” Khozin told reporters on Thursday (10/09/2026).
Khozin noted that the Agrarian Reform Regulation Bill will focus on the redistribution of land to landless individuals. It will also emphasise the rehabilitation of land rights and the protection of customary land (tanah ulayat) from unilateral seizure by local governments.
The PKB legislator highlighted that many legal cases arise from overlapping state decisions regarding permits. He also touched upon the failure of concession holders to meet their obligations and the lack of recognition for indigenous territories.
“Cases arise from state decisions, overlapping permits, large-scale land control, the failure of concession holders to meet obligations, or the lack of recognition for indigenous territories,” said Khozin.
“The Agrarian Reform Bill will provide a basis to correct decisions and the control structures that serve as the source of conflict,” he added.
The bill, he said, will regulate government oversight regarding the transfer of redistributed land, ownership through affiliated parties, the splitting of business entities, and forms of indirect control that may be used to circumvent restrictions.
“Priority recipients must include landless farmers, smallholder farmers, farm labourers, indigenous communities, female heads of households, fishermen in need of livelihoods, and communities that have lost land due to agrarian conflicts,” Khołzin stated.
“Smallholder farmers must also achieve a more viable business scale, see increased income, and ensure that conflicts end and land remains under community control after redistribution,” he added.
The Agrarian Reform Regulation Bill was agreed upon as a DPR initiative bill during a plenary session on Tuesday (08/09).
