Legislative and Judicial Complex in IKN Targeted for Completion in 2027-2028

The development of the Legislative and Judicial Complex in the Nusantara Capital (IKN) is targeted for completion in 2027–2028. This project includes the construction of main state institution buildings as well as supporting infrastructure and area roads.

In the legislative area, the development is planned to include five main buildings, namely the Plenary Building, DPR Building, DPD Building, and MPR Building. The Plenary Building will serve as the centre of activities with a capacity of up to 1,579 people.

The Head of the IKN Authority, Basuki Hadimuljono, stated that the process of refining the design is currently awaiting approval from President Prabowo Subianto. In addition, the construction of area roads spanning 3.7 km is being prepared to support connectivity between buildings. The initial stage of land clearing has been carried out.

Meanwhile, the development of the judicial area is divided into two work packages. The first package covers the construction of the Supreme Court Building along with supporting areas and the Justice Plaza. The second package includes the construction of the Constitutional Court Building, judicial areas, and a mosque. The entire area is equipped with the construction of area roads spanning 8 km.

Basuki emphasised that the development of both areas remains a priority despite the ongoing budget efficiency policy.

“The development of the judicial and legislative institution complexes is not included in the efficiency measures. Construction will continue, so there is no need to doubt,” Basuki said in his official statement on Sunday, 12 April 2026.

Basuki revealed that water infrastructure is also being strengthened through the construction of reservoirs and retention ponds, including the EC-08 reservoir and TR01 retention pond. Drinking water pipeline networks are also under construction and will be integrated through the Multi-Utility Tunnel (MUT) to support the IKN KIPP area.

The IKN Authority began the physical construction of the judicial, legislative, and office complex areas simultaneously in December 2025. This construction is carried out through a multi-year contract scheme worth Rp 20 trillion.

At that time, Basuki stated that his side had signed eight contract packages to accelerate the second phase of development in early December 2025. The signing of these contracts is intended to strengthen the acceleration of IKN’s second phase development, which focuses on the legislative and judicial areas.

The signed contract packages consist of five work packages for the construction of legislative office buildings and areas, comprising 16 buildings built on a plot of 41.81 hectares.

Two work packages for the construction of judicial office buildings and areas, comprising four buildings, built on a plot of 15.15 hectares.

Furthermore, one work package for the construction of supporting office buildings, which includes the construction of three Phase II OIKN Office buildings on 2.9 hectares of land and three Phase I IKN Police Resort Office buildings on 3.07 hectares of land.
