Legal Expert Says Orderly and Measured Security System Needed to Safeguard Protests

Padjadjaran University legal expert Romli Atmasasmita has highlighted the Indonesian National Police’s efforts to secure protests held on 27 August 2026. He said a patterned and orderly security system based on the Presisi concept (Predictive, Responsibility and Transparent Justice) is needed to maintain public security and order during demonstrations.

The former Director General of General Legal Administration at the Ministry of Law and Human Rights stressed that the conducive situation was not a coincidence, but the result of careful planning, systematic training and measurable implementation of the concept in the field.

“The Presisi-based approach allows the police to be not only reactive, but also able to predict potential disturbances and take effective preventive measures well before the situation heats up,” Romli said in a statement on Friday (28/8).

Romli added that the police institution now has mature structural readiness to respond to various threats and complex security dynamics in society.

The use of the Presisi paradigm serves as both a philosophical and operational foundation for the police, so that the handling of demonstrations can proceed in a measured manner without neglecting aspects of public order.

“The police already have a patterned and neatly organised security system referring to the Presisi concept in dealing with all forms of disturbance to public security and order,” he said.
