Led by Muzani, MPR Leadership Submits PPHN Concept to Prabowo

The leadership of the People’s Consultative Assembly (MPR) of the Republic of Indonesia has submitted the concepts of the State Policy Foundations (PPHN) to President Prabowo Subianto.

This was announced by the Speaker of the MPR after meeting Prabowo at the Presidential Palace in Central Jakarta on Monday (3/8).

“We are submitting the concepts of the State Policy Foundations, which last year were still a draft under discussion by the team we formed, and on this occasion we handed the concept over to the President of the Republic of Indonesia,” said Muzani after the meeting.

The Gerindra politician said that during the occasion, the MPR leadership also held discussions with Prabowo regarding the PPHN.

Muzani said that Prabowo had, in principle, left it to the MPR to determine the mechanism for making the PPHN a guideline for successive administrations.

He said the PPHN is not intended merely for a single government, but rather to serve as a direction of governance spanning various periods.

“Thus the President has entrusted the MPR with the mechanism to establish this PPHN as a guideline for subsequent presidencies,” he said.

For context, the PPHN is expected to become a legal document setting out the direction of strategic policy and guidelines for national development across presidencies or administrations in Indonesia.

The PPHN is designed to function in the same way as the Broad Outlines of State Policy (GBHN) during the Old Order under the Guided Democracy of Indonesia’s first president, Sukarno, and the New Order under the second president, Suharto.

In the pre-reform era, the GBHN was established by the MPR, which was then the highest state institution. The president, as the MPR’s mandate holder, was required to implement it. However, following amendments to the 1945 Constitution, which also changed the MPR’s status to that of a high state institution, the GBHN was abolished and its function replaced by laws governing national development planning and the National Long-Term Development Plan (RPJPN).

The drafting of the PPHN was a recommendation of the MPR for the 2014-2019 period. At that time, the MPR stated that the PPHN was planned to be incorporated into the 1945 Constitution through a limited amendment first.

Then, following studies carried out, on 9 December 2025, Deputy Speaker of the MPR Eddy Soeparno said that the implementation of the PPHN, in addition to amendment, could also be arranged through other methods such as an MPR Decree (Tap MPR) or legislation. At the time, Eddy said all of this would still need to be consulted by the MPR with various parties, including the President of the Republic of Indonesia.
