Leaked: Four-Page Roadmap Outlines Hamas Disarmament and Israeli Troop Withdrawal

A four-page roadmap document obtained by the BBC reveals a phased plan regarding the cessation of conflict in the Gaza Strip. The document outlines a sequential process connecting the disarmament of Hamas with the gradual withdrawal of the Israeli military from the territory.

Furthermore, the scheme includes the deployment of a new Palestinian transitional authority supported by an international stabilisation force. US officials stated that the plan is intentionally built on a ‘zero trust’ concept, equipped with strict verification mechanisms. Under this principle, neither Hamas nor Israel will move to the next phase until the other party has fulfilled its commitments.

The implementation of disarmament is reported to take place gradually based on the strength of the groups involved. US officials explained that smaller armed groups in Gaza will be disarmed first. Following this, Hamas will begin dismantling its military infrastructure, which resembles state structures, including tunnel networks, weapons depots, and production facilities. The US acknowledged that the process of dismantling Hamas’s military infrastructure will take significantly longer.

According to the document, once all phases of the roadmap have been completed, the new Palestinian authority will hold full control over the ownership and use of weapons in Gaza.

As of the time of publication, neither the Israeli government nor the military has provided an official public comment regarding the roadmap document. US officials expressed optimism that Israel will adhere to the 20-point withdrawal plan from Gaza, while Hamas has indicated that a National Committee will manage and store the weapons.
