Leadership Education Must Improve Service Quality
The Secretary-General of the Ministry of Home Affairs (Kemendagri), Tomsi Tohir, has emphasised that leadership training must not stop at merely increasing administrative competence. Leadership education must be capable of transforming mindsets towards higher-quality public services.
Tomsi delivered this message during the send-off ceremony for participants of the National Leadership Training (PKN) Level II Batch I of the Ministry of Home Affairs for 2026, held at the Human Resources Development Agency (BPSDM) Building F, Jakarta, on Thursday (2/7).
According to Tomsi, every level of education possesses an essence and objective that participants must achieve to prepare for a society that is continuously evolving, advancing, critical, and intelligent, as well as for increasingly complex service issues.
“Every level of education involves a change in way of thinking. The way of thinking must shift from being sectoral and partial to being intelligent, strategic, systemic, organised, and holistic,” he said.
He explained that every level of education must also bring changes to leadership styles. Work orientation, which previously focused solely on task completion, must shift towards providing the best service to the community. According to him, this orientation must also be accompanied by the persistence to deliver maximum results.
“We must think of the best. Then, when there are obstacles or regulations, we provide suggestions for improvement,” he added.
Furthermore, Tomsi revealed that the public has at least seven primary expectations regarding public services: (1) fast and easy, (2) friendly, polite, and respectful attitude towards the public, (3) integrity and free from illegal levies, (4) professional and competent, (5) responsive to community problems, (6) fair and non-discriminatory, and (7) the delivery of policies and programmes that are truly beneficial.
Therefore, he reminded all officials to have principles and values that serve as a foundation in performing their duties. “Ladies and gentlemen, in our work, we must have a guiding principle,” he asserted.
He also emphasised that the abilities and opportunities held by every official are a mandate that must be accounted for, not only to the public but also to Almighty God. In his view, service performed with sincerity will pave the way for blessings.
“Beyond all that, if I work day and night, dedicating my energy to it, that is where the door to God’s grace opens,” he concluded.
The event was also attended by the Head of the Ministry of Home Affairs’ BPSDM, Sugeng Hariyono, the Deputy for Quality Assurance of Civil Servant Capacity Development and Learning at LAN RI, Army Winarti, and the participants of the National Leadership Training Level II Batch I of the Ministry of Home Affairs for 2026.
