The Indonesian Ministry of Law will review the increase in fees for renouncing Indonesian citizenship and for the naturalisation of foreign nationals, as set out in Government Regulation (PP) No. 30 of 2026 concerning Types and Tariffs of Non-Tax State Revenue applicable to the Ministry of Law.

Minister of Law Supratman Andi Agtas said the review follows objections and input from the public.

One thing is certain, Supratman stressed that the regulation was not drafted in haste and was not simply intended for the state to seek profit.

“Nevertheless, we will study the matter and conduct a review; we will discuss internally the increases in question. In the near future I will convene a meeting with the Director General of Legal Administration (AHU) and the Director General of Intellectual Property. The current commotion concerns the Directorate General of AHU, particularly regarding citizenship,” Supratman said after the ‘Pasti Ada Solusi (PAS)’ event at the Ministry of Law’s Pengayoman Building in Jakarta on Friday (24/7).

Supratman stated that the increase in fees for renouncing Indonesian citizenship and naturalising foreign nationals was a proposal from the Ministry of Law to President Prabowo Subianto.

However, because of public objections, he will hold an evaluation meeting, the results of which will later be conveyed to the President.

Supratman explained that a minister cannot issue a decision to lower tariffs stipulated in a Government Regulation. That can only be done through a new Government Regulation.

“Under a Government Regulation, whatever falls within the scope of a Ministerial Decree — if there is something I can reduce to zero per cent. So, for example, if I reduce it to zero per cent, exempting it entirely, that can be done through a Ministerial Decree,” Supratman said.

“But a reduction that changes the Government Regulation itself must be studied and must be submitted back there. So, it is clear in the Government Regulation. If something is to be exempted to zero per cent, that only requires a Ministerial Decree,” he continued.

The review will also apply to other matters regulated under PP 30/2026.

“Once again, this was a proposal from the Ministry of Law to the President. So if something is wrong, the fault lies with me as minister for not checking, and for that reason I will hold another meeting to evaluate the matters raised by the public, both concerning citizenship and the other tariffs,” Supratman said.

According to the annex to the regulation, naturalisation upon application by a foreign national is set at Rp75 million per application.

Under the previous regulation, PP 45/2024, the equivalent service cost Rp50 million per application.

PP 30/2026 also stipulates a fee of Rp25 million per application for citizenship through marriage, up from Rp15 million previously.

Citizenship for children of mixed marriages, or children born in jus soli countries who have not registered or chosen Indonesian citizenship, is set at Rp5 million per application.

Citizenship for children with dual nationality who fail to declare a choice of Indonesian citizenship or one of their nationalities is also Rp5 million per application.

Meanwhile, Indonesian nationals wishing to renounce their citizenship will be charged Rp5 million. The regulation takes effect on 1 August 2026.
