Law Minister targets AI-powered e-Notary system completion by year-end
Jakarta (ANTARA) – Law Minister Supratman Andi Agtas is targeting completion of an artificial intelligence (AI)-powered e-Notary system by the end of 2026.
His ministry is continuing to develop the system to make it easier to store notarial deeds electronically on the Ministry of Law’s servers or cloud.
“Through e-Notary, everything will be made easier,” Supratman said at the PASTI Ada Solusi event in Semarang, Central Java, as monitored online from Jakarta.
Once the e-Notary system has been completed, notaries will no longer need to rent warehouses to store original deeds, he said.
He added that if law enforcement officials need to request an original deed for court proceedings, an investigation, prosecution or a judge’s examination, notaries will no longer have to search through physical document storage.
As a result, he said, the annual non-tax state revenue (PNBP) fee of Rp500,000 per notary account would be worthwhile.
“That PNBP fee is nothing compared with the cost for notaries of storing original deeds, renting warehouses and providing rooms, not to mention maintaining everything else,” he said.
E-Notary, also often called cyber notary, is the Ministry of Law’s concept for delivering and transforming notarial services digitally using information technology.
The system is being developed by the Directorate General of General Legal Administration (Ditjen AHU) to move notaries from manual processes to electronic operations that are secure, encrypted and legally valid.
The Ministry of Law is still finalising the regulations and infrastructure. Implementation is divided into two areas: notarial service administration, which is already under way, and the electronic creation of authentic deeds, which is still being prepared.
Through the AHU Online platform, notaries are already required to use electronic systems to reserve company names, register the establishment of businesses and legal entities, register fiduciary security, and report wills.
The ministry is also actively drafting a ministerial regulation on e-Notary. Implementing rules are being prepared so that contracts and deeds of agreement can eventually be drawn up entirely digitally.
