The Ministry of Law is testing the implementation of e-voting-based talent management at the North Sumatra Regional Office of the Ministry of Law. The programme is one of the steps taken by Minister of Law Supratman Andi Agtas to promote more objective, transparent, and accountable appointment processes.

Through e-voting, employees are given the opportunity to convey their assessments and aspirations regarding the leadership candidates who will lead them. This mechanism is expected to reduce subjectivity and intervention in the appointment process, while providing fairer career certainty for employees.

Secretary General of the Ministry of Law, Nico Afinta, said digital transformation is not only aimed at improving public services, but also at improving internal governance, including human resources management.

“The Minister wants to hear directly the aspirations from the regions regarding who is considered the right leader. We hope all employees can exercise their right to vote freely, objectively, and without pressure,” said Nico.

However, e-voting is not the sole basis for determining leadership candidates. Before entering the process, candidates are screened through four talent management parameters, namely qualifications, competence, performance, and potential in accordance with statutory regulations.

Minister of Law Supratman Andi Agtas emphasised that this system does not replace the existing bureaucratic structure and mechanisms, but serves as an additional instrument to strengthen objectivity in human resources management.

“This step is taken to minimise leadership subjectivity and prevent intervention in the appointment process. We want to provide equal career certainty for all employees,” Supratman asserted.

In addition to talent management, the Ministry of Law also continues to strengthen two-way communication between leadership and employees through Town Hall Meetings and the Pasti Ada Solusi programme. The strengthening of internal communication is expected to build an open and responsive work culture.

The implementation of e-voting in North Sumatra is part of an evaluation before similar mechanisms are applied more widely. If the trial runs effectively, the Ministry of Law will consider implementing it in other regional offices across Indonesia.

For the Ministry of Law, improving human resources management is part of bureaucratic transformation. With leaders selected through a more objective and competency-based process, the quality of the organisation is expected to strengthen and have an impact on improving legal services to the public.
