Law Minister Simplifies KBLI Implementation with Automatic Conversion in AHU OSS
Jakarta - The government has reaffirmed its commitment to facilitating businesses through the implementation of the 2025 Standard Classification of Indonesian Business Fields (KBLI). This commitment is outlined in a Joint Circular (SEB) involving the Investment Coordinating Board (BKPM), the Ministry of Law and Human Rights (Kemenkum), and the Central Bureau of Statistics (BPS).
“This SEB represents the government’s primary policy to ensure the KBLI 2025 transition runs smoothly, in alignment, and without burdening businesses,” stated the Minister of Law and Human Rights (Menkum), Supratman Andi Agtas, in a written statement at the Press Conference on First Quarter Investment Realisation and KBLI 2025 Implementation, on Thursday (23/04/2026).
The Menkum explained that the government is providing two facilitation schemes through KBLI 2025: automatic conversion policies and manual adjustments.
“If businesses only need to convert KBLI codes without changing their business activities, the General Legal Administration (AHU) and Online Single Submission (OSS) systems will make the adjustments automatically,” the Menkum elaborated.
Manual adjustments, the Menkum continued, are required if businesses plan expansions or changes in business activities, necessitating amendments to notarial deeds in accordance with applicable provisions.
“The principle is that the state is present to facilitate. For those only changing codes, we handle it automatically. For those actually changing their business, please follow the procedures to ensure legality is guaranteed,” the Menkum emphasised.
Furthermore, the Menkum conveyed that the implementation of KBLI 2025 across all government systems must be aligned and carried out no later than 18 June 2026.
“Currently, the KBLI 2025 implementation in the Kemenkum system is nearly complete. We are just awaiting integration with BKPM so that the entire business licensing ecosystem is truly aligned and harmonious,” he added.
With this SEB from the three institutions, it is hoped there will be no more confusion in the field. The government targets the KBLI 2025 transition to drive increased investment realisation and embody legal certainty in establishing businesses in Indonesia.
Meanwhile, BPS Chief Amalia Adininggar Widyasanti stated that BPS Regulation No. 7 of 2025 on KBLI and the SEB on KBLI 2025 Adjustment Implementation in Risk-Based Business Licensing (PBBR) will provide legal certainty and business smoothness for all stakeholders regarding the use of KBLI 2025 in PBBR services through the OSS system.
“KBLI needs to be updated because our economy is changing very rapidly. In recent years, we have seen at least four major changes: the emergence of new sectors that were not previously well-defined in the previous KBLI, environmental issues and climate change, digital transformation, and changes in business models,” said Amalia.
