Law Minister Hopes National IP Master Plan 2027–2036 Becomes National Strategic Project
Law Minister Supratman Andi Agtas has expressed hope that the National Intellectual Property (IP) Master Plan 2027–2036 can become a National Strategic Project (PSN).
“The National IP Master Plan 2027–2036 is the result of a process of discussion and refinement together with various ministries and institutions,” Supratman said at the 2026 National Intellectual Property Coordination Forum in Jakarta on Wednesday.
The government has drafted the National Intellectual Property Master Plan 2027–2036 as a national policy direction for building Indonesia’s IP ecosystem over the next ten years.
The document, he said, will serve as a reference for aligning policies, programmes and targets across ministries and institutions in order to strengthen national intellectual property development.
To ensure effective implementation, the Law Minister said the government will also establish a National IP Coordination Team tasked with overseeing the implementation of the master plan, strengthening cross-sector synergy and ensuring that each ministry and institution carries out its role in a measurable and mutually supportive manner.
He said the national coordination forum therefore represents a shared momentum for formulating the National Intellectual Property Master Plan 2027–2036.
He explained that strengthening IP is in line with President Prabowo Subianto’s Astacita, particularly in strengthening entrepreneurship, developing the creative industry, building human resources, mastering science and technology, and advancing downstreaming and industrialisation.
“A strong IP ecosystem is the foundation for ensuring that innovation and creativity can generate added value for the national economy,” he said.
On the same occasion, Director General of Intellectual Property at the Ministry of Law Hermansyah Siregar said the 2026 National IP Coordination Forum is a momentum for strengthening synergy between ministries and institutions in building Indonesia’s IP ecosystem.
He argued that stronger collaboration is needed so that the protection, utilisation, development and enforcement of intellectual property law can proceed in an integrated manner.
“Cross-sector collaboration is key to building a strong IP ecosystem so that intellectual property can provide benefits and added value for society and the national economy,” Hermansyah said.
At the forum, the Directorate General of Intellectual Property of the Ministry of Law signed cooperation agreements with four strategic partners: the Deputy for Research and Innovation Facilitation of the National Research and Innovation Agency (BRIN) and the Secretariat General of the Ministry of Primary and Secondary Education.
Cooperation agreements were also signed with the Directorate General of Research and Development of the Ministry of Higher Education, Science and Technology and the Directorate General of Small, Medium and Miscellaneous Industries of the Ministry of Industry.
The signing of these agreements represents a shared commitment to strengthening cross-sector synergy in support of the protection, utilisation, development and enforcement of law in the field of IP.
In addition, the forum was marked by the symbolic handover of the Minutes of Integration of Communal Intellectual Property Data to BRIN and the Ministry of Culture. The data integration is part of efforts to strengthen the governance and protection of Indonesia’s communal IP.
Through the 2026 National IP Coordination Forum, the Directorate General of Intellectual Property is encouraging a shared commitment among all ministries and institutions to strengthen the national IP ecosystem.
The public, business actors and innovators are also urged to protect their works and innovations through IP registration or recording in order to obtain legal certainty and open up opportunities for economic utilisation.
