The Vanita Naraya Foundation held a Focus Group Discussion (FGD) on research into the implementation of the Sexual Violence Crimes Law (UU TPKS) in DKI Jakarta. The forum forms part of national research conducted across 11 provinces to evaluate the effectiveness of the UU TPKS over the past four years.

Diah Pitaloka, Chair of the Vanita Naraya Foundation, revealed that differing perceptions among law enforcement officials and the quality of victims’ rights fulfilment remain the principal challenges on the ground.

“The main challenge is achieving a shared perception among law enforcers regarding the UU TPKS, which is why a coordination forum is needed for its implementation,” Diah said in Jakarta on Friday (24/7/2026).

Based on the research’s initial findings, Diah explained that, beyond coordination among law enforcers, the role of regional governments in providing services and empowering victims also needs to be strengthened on a sustained basis.

Diah assessed that regional governments, including in DKI Jakarta, still need to reinforce empowerment programmes specifically for women and children who are victims of sexual violence.

“Vanita Naraya sees this as a joint effort to advance a coordination forum between law enforcers, regional governments and community-based organisations, to ensure victims’ rights are fulfilled in accordance with the mandate of the UU TPKS,” she continued.

On the same occasion, Diah Pitaloka handed over a grant from Sondang Tampubolon worth Rp150 million to the Director of Women and Children Protection and Human Trafficking Investigation (Reserse PPA and PPO) at Metro Jaya Regional Police, Superintendent Rita Wulandari Wibowo.

The funds were channelled to support the construction of a Special Services Room (Ruang Pelayanan Khusus, RPK) within Metro Jaya Regional Police to optimise the handling of and support for victims.

The FGD was also attended by representatives from various cross-sectoral institutions, including the Indonesian National Police Criminal Investigation Department (Bareskrim Mabes Polri), the East Jakarta District Prosecutor’s Office and District Court, the Witness and Victim Protection Agency (LPSK), the Judicial Commission, the DKI Jakarta Women and Children Protection Technical Unit (UPTD PPA), forensic medical teams, community service organisations and academics.
