The newly approved Domestic Workers Protection Act (UU PPRT) by the House of Representatives brings fresh hope to millions of domestic workers in Indonesia. Now, basic rights such as THR, leave, and social security must be provided by employers. In Article 15, the government outlines a series of rights that domestic workers (PRT) must receive. One of the most highlighted is the obligation to provide religious holiday allowances (THR). “Domestic workers are entitled… to receive religious holiday allowances in the form of money in accordance with the Employment Agreement or Contract,” states the UU PPRT, quoted on Thursday (23/4/2026). Not only THR, domestic workers are also entitled to rest time and leave. “Domestic workers are entitled… to receive rest time; to receive leave in accordance with the Employment Agreement or Contract,” the law states. Equally important, the state also mandates social protection through the BPJS scheme. This regulation covers health insurance and employment social security: “Domestic workers are entitled… to health social security… and employment social security in accordance with applicable laws and regulations,” it states. Furthermore, Article 16 emphasises that social security contributions can be borne by the government or the employer, depending on the recipient’s assistance status. This step is considered a major breakthrough, given that domestic workers have often not received basic protections like those in other formal sectors.
