Latest Update on Railway Corruption Case Investigated by the KPK
An alleged corruption case within the Directorate General of Railways (DJKA) of the Ministry of Transportation (Kemenhub) continues to be handled by the Corruption Eradication Commission (KPK). A total of 21 individuals have been designated as suspects in this complex bribery case.
According to detikcom records, the case first surfaced through a hand-catch operation (OTT) on 11 April 2023 at the Railway Engineering Office in Central Java. A total of 10 individuals were initially designated as suspects related to bribery in railway construction and maintenance projects.
The KPK has expanded its investigation, uncovering similar practices in West Java, North Sumatra, and Sulawesi. To date, 21 suspects have been identified, including two corporations involved in the case.
Central Java DJKA Case
In this cluster, the KPK designated two groups of suspects: those offering bribes and those receiving them. The case concerns railway construction in the Central Java region.
In this matter, the KPK has designated 15 suspects. The latest is Risna Sutriyanto, a civil servant at Kemenhub. Risna served as Chair of the Working Group related to the dual-track railway construction project between Solo Balapan-Kadipiro. Prior to Risna’s designation, the KPK had detained several other suspects.

Sumatra Railway Corruption Case
In the Sumatra railway corruption cluster, corruption relates to railway construction and maintenance projects in the Medan region. The KPK designated three suspects in this cluster.
The suspects include Muhammad Chusnul, a commitment-making official (PPK) at the Railway Engineering Office Class II in North Sumatra/Railway Engineering Office Class I Medan from 2021 to 2024. Since 2024, he has served as Junior Expert Inspector of Railway Infrastructure at the Directorate of Railway Infrastructure.
Two other suspects are a civil servant and a businessperson: Eddy Kurniawan Winarto (EKW) as a businessperson and Muhlis Hanggani Capah (MHC) as a civil servant at the Directorate of Railway Safety within the DJKA of Kemenhub RI, who served as a commitment-making official at the Railway Engineering Office in Medan from 2021 to May 2024.
Sulawesi DJKA Corruption Case
The Makassar cluster relates to railway construction and maintenance projects in Makassar. A total of two individuals were designated as suspects in this case: Asta Danika, Director of PT Bhakti Karya Utama, and Zulfikar Fahmi, Director of PT Putra Kharisma Sejahtera.
The KPK uncovered a corruption modus operandi in the DJKA case involving the rigging of project implementer winners through manipulation from the administrative process through tender determination.
The KPK continues to develop its investigation into the DJKA corruption case at Kemenhub. Most recently, the KPK designated non-active Pati Regent Sudewo as a suspect. The KPK stated that Sudewo was designated as a suspect in his capacity as a former member of Commission V of the Indonesian Parliament.
Today, the KPK also scheduled an examination of former Transportation Minister Budi Karya Sumadi (BKS) as a witness in the alleged corruption case involving railway construction at DJKA Kemenhub in East Java. Budi Karya complied with the KPK’s summons.
“Correct, today investigators scheduled an examination of witness Budi Karya Sumadi, the former Transportation Minister, in a matter alleging corruption related to railway procurement within the DJKA,” said KPK Spokesperson Budi Prasetyo to reporters on Monday 9 March 2026.
The examination was conducted in Semarang, Central Java. Other witnesses were also examined by the KPK, though their identities have not yet been detailed.
“The examination was conducted at the BPKP office in Semarang,” he said.
Budi Karya cooperated in providing a statement to KPK investigators. Additionally, KPK Spokesperson Budi Prasetyo noted that Budi Karya’s examination was conducted in Semarang because it coincided with other witnesses.
“Investigators also conducted an examination of another witness, namely from AN, from PT IPA, where PT IPA has also been designated as a corporate suspect in this matter. Therefore, with the concurrent examination in Semarang, it means investigators can also work efficiently and conduct examinations of these witnesses in one session. The essence, of course, is the statement from the person concerned so that it can assist in the investigation process of this case,” Budi explained.
