Latest ASN WFH Policy: Rules of Perpres 21/2023 and Flexible Work Scheme

The Work From Home (WFH) policy for Civil Servants (ASN) has been officially implemented by the government. The ASN WFH applies for one day during the week.

The main pillar of this policy is Presidential Regulation (Perpres) No. 21 of 2023 on Working Hours and Working Days of Government Agencies and ASN Employees. This regulation explicitly grants authority to the Personnel Management Officer (PPK) to set flexible working hours in terms of both location and time.

Unlike previous rules, this Perpres emphasises that working days for government agencies are five days per week, with a total effective working time of 37 hours and 30 minutes. The flexibility provided includes work locations that do not have to be in the office, as long as it supports organisational productivity and efficiency.

The Minister of Home Affairs (Mendagri), Tito Karnavian, issued a circular on the Transformation of Civil Servant (ASN) Work Culture in local government environments. The circular, numbered 800.1.5/3349/SJ, contains several provisions regarding ASN service in implementing WFH. The circular officially takes effect on 1 April 2026 and will be evaluated periodically every two months.
