Land Transport Directorate-General Optimises State Assets for Education
The Roadworthiness Testing and Motor Vehicle Certification Centre (BPLJSKB), together with the Menara Bhakti Foundation, has signed a land lease agreement for facilities to be used by Mercu Buana University in Jakarta. Ernita Titis Dewi, secretary of the Directorate-General of Land Transportation, said the partnership aims to optimise the use of state property managed by the Directorate-General under the Ministry of Transportation.
“Today is a historic occasion because, for the first time, the BPLJSKB public service agency has entered into a cooperation agreement to use a state asset under its management—the Service Facilities Building—for educational purposes,” Ernita said in a written statement in Jakarta on Thursday (22 October 2026).
The Ministry of Transportation’s Directorate-General of Land Transportation also held a soft launch of Vehicle Type Approval (VTA) Online Version 2.0. Ernita said the initiative reflected the ministry’s commitment to continually improving service quality, particularly for motor vehicle type testing.
“The transformation to an online service began 10 years ago with the launch of VTA Online Version 1.0. It successfully replaced a manual system that had been in place for decades with a much more effective and efficient digital system,” Ernita said.
She said one indication of the transformation’s success was that revenue from non-tax state revenue (PNBP) had exceeded Rp1 trillion since 2019. Service speed, transparency and traceability had also improved.
Yusuf Nugroho, director of road transport facilities, said VTA Online 2.0 had been developed to meet service needs and improve the public service system. Digitisation began with the issuance of Transportation Ministerial Regulation No. 144 of 2015 on online motor vehicle type-testing services.
“Applicants only need to upload documents for all service processes and do not need to attend in person, except for the testing process. Companies and partners can track and monitor service progress through the system, which makes things much easier. Full implementation of this latest version will begin in December 2026,” Yusuf said.
Yusuf explained that the previous VTA Online version had a single login box with lengthy instructions and a manual captcha. Its SPU forms were lengthy and lacked an auto-save function, while tracking was passive and verification was carried out by a single party.
VTA Online 2.0 offers an improved service with a modern two-panel login screen, multi-level verification using QR codes and a personalised dashboard. The system also includes profile health checks, SPU tracking, forms with automatic draft saving, notifications for documents that have been stalled for more than seven days, and checks for outstanding payments.
“We hope this service will provide a better experience for customers, particularly the motor vehicle industry, and help drive the growth and development of Indonesia’s automotive industry,” Yusuf said.
The cooperation agreement was signed at the Integrated Vehicle Type-Testing Service Facilities Building in Bekasi Regency, West Java. BPLJSKB head Iman Sukandar said the partnership was not only intended to make use of the asset, but also to build cooperation between a government agency and an educational institution, supporting productive use of the facilities and creating added value for both parties.
Iman said the building had previously served as the Integrated Vehicle Type-Testing Service Facilities Building. Its use was subsequently arranged through an asset-leasing mechanism.
“To optimise use of the asset, BPLJSKB conducted an open tender for the lease rights, with the Menara Bhakti Foundation selected as its partner,” Iman said.
The leased property comprises government-owned land and an office building, with a land area of 4,770 square metres and a building area of 1,780 square metres. The lease runs for two years, from 21 October 2026 to 20 October 2028.
According to Iman, the agreement may be extended for a further three years by mutual consent.
