Land Title Transfer to Be Completed in Just 10 Days in 15 Pilot Regions

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) will commence a trial for a new land title transfer service with a maximum completion time of 10 working days. This initiative is part of a service transformation drive championed by Minister Nusron Wahid.

“On 17 August, we will begin a pilot project in 15 land offices for the title transfer or name change service. The target is for the process to be completed within a maximum of 10 days,” Nusron Wahid stated during a press conference in Jakarta on Monday (3/08/2026).

The 10-working-day target is an accumulation of each stage of the service process. Verification of the Land and Building Title Transfer Fee (BPHTB) by the regional government is targeted for completion within three days, the preparation of the Sale and Purchase Deed (AJB) by the Land Deed Official (PPAT) within two days, and the administrative process at the land office within five days.

“If there is a delay, we can identify the cause, whether it is due to a shortage of officers or other obstacles. That way, a solution can be implemented immediately,” he explained.

According to Nusron, the implementation of this service completion target is an effort to build a more measurable and accountable work culture. Through this system, each stage of the service can be monitored so that any obstacles causing delays can be promptly identified and addressed.

The trial for the title transfer service will run for three months in 15 land offices, namely: Surabaya City I, Malang Regency, Badung Regency, Buleleng Regency, Samarinda City, Pontianak City, Makassar City, Semarang City, South Tangerang City, Batam City, Semarang Regency, North Jakarta Administrative City, West Jakarta Administrative City, South Jakarta Administrative City, and Central Jakarta Administrative City. The results of the pilot project will be evaluated before the service is gradually expanded to other land offices.
