Land Title Transfer Service to Be Completed Within 10 Days Starting 17 August

Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid is targeting the completion of land title transfer services within a maximum of 10 days, starting 17 August 2026.

Speaking at the Ministry of Home Affairs (Kemendagri) in Jakarta on Monday, Nusron stated that the launch of this measured service timeline would serve as a gift for Indonesia’s independence. The first phase of implementation will commence in 17 districts and cities on 17 August 2026, before expanding to an additional 24 districts and cities on 24 August 2026, bringing the total to 41 districts and cities within the month.

Nusron noted that these 41 districts and cities account for nearly 50 per cent of the total national frequency of land services, as the distribution of land administration transactions is uneven. He explained that, based on a Pareto calculation, 70 per cent of the service frequency is concentrated in just 76 districts and cities. The ministry aims to extend the coverage to all 76 of these high-volume districts and cities within three months.

To support the 10-day completion target, the Ministry of ATR/BPN has requested assistance from the Ministry of Home Affairs to ensure local governments accelerate the verification and validation process for the Land and Building Title Transfer Fee (BPHTB). Nusron confirmed that the Minister of Home Affairs and the Director General have agreed to issue a Joint Circular mandating local governments and BPN offices to establish cooperation agreements, including the integration of data between the Tax Object Number (NOP) and the Land Parcel Identification Number (NIP). He emphasised that the service acceleration is part of a public service transformation in the land sector, aimed at treating applicants and the public as the primary beneficiaries of streamlined services.
