West Papua Governor Dominggus Mandacan in Manokwari on Thursday stated that the land had been granted to the central government through the Ministry of Higher Education, Science and Technology in September 2025. “The land has been handed over to the central government. The region’s obligations have been fulfilled, now we are just waiting for the construction to be carried out by the central government,” said Governor Dominggus during a meeting with regional apparatus leaders. He then instructed the West Papua Education Office along with other technical Regional Apparatus Organisations to coordinate with the central government to obtain certainty on the construction schedule for the Garuda Senior High School. “Coordination is important so that the physical construction process can begin immediately. The community has been waiting for the presence of the Garuda School,” he said. In addition to being the location for the Sekolah Unggulan Garuda, he said, the Susweni area is also being prepared as a sports centre that can be utilised to support the development and coaching of young athletes in West Papua. Previously, Governor Dominggus Mandacan and a representative from the Ministry of Higher Education, Science and Technology signed the Regional Grant Agreement Deed for the land for the construction of the Sekolah Unggulan Garuda in Manokwari on 2 September 2025. Head of the West Papua Environment and Land Office, Reymond Richard Yap, explained that the certificate subdivision is a legal process of dividing a plot of land registered under one master certificate into several parts. After the subdivision of the master certificate, the process continues with certificate transfer or name change, the creation of a grant deed from the regional government to the ministry, and other documents such as a statement letter confirming the land is free from disputes. “The subdivision and transfer of the certificate certainly involves the West Papua National Land Agency,” said Raymond.
