Land of SDN in West Bandung Sued by Heirs, Here's the Chronology
A sign and banner affixed to one corner of the SDN Langensari building in Gadobangkong Village, Ngamprah Subdistrict, West Bandung Regency (KBB), West Java, has drawn attention. The banner was installed by parties claiming to be the heirs of the land’s original owner.
Several banners were erected, one of which reads “THIS LAND BELONGS TO THE LEGAL HEIRS OF H. NANA RUMANTANA,” installed on Monday (30/3/2026). Upon investigation, the dispute over the 700-square-metre plot with parcel number 89.D.II. Kohir 1390 has been ongoing since 2022.
In 2023, the Bale Bandung District Court ruled that the land belongs to the heirs. Even when the West Bandung Regency government appealed, the court upheld that the land is owned by the heirs.
The case then proceeded to cassation level in June 2025. In that hearing, the Supreme Court annulled the Bale Bandung court’s decision on the grounds that the competent court is the administrative court.
“Now we are filing an appeal to the High Administrative Court following the Bandung State Administrative Court’s decision to dismiss the lawsuit as it exceeded the stipulated time limit. We believe that decision does not yet have legal force or is final, especially since the heirs have strong evidence regarding land ownership,” said Ridwan Jaelani, the legal representative of the heirs of Nana Rumantana, when contacted.
At the High Administrative Court, the heirs are suing the Regent of West Bandung, the Regional Financial and Asset Agency (BKAD), and the Education Office. The object of the dispute is the Regent of West Bandung’s Decision Number: 100.3.3.2/KEP.840-BKAD/2023 dated 21 September 2023 Regarding the Determination of the Status of Regional Property Use in the Form of SDN Langensari Land.
Ridwan stated that the regent’s decision on land ownership lacks a strong basis. Meanwhile, the heirs have ownership evidence in the form of a deed of sale (AJB), a village head’s loan certificate, and proof of PBB tax payments.
“Meanwhile, the previous court facts from the regional government side are fabricated, as they once stated that this land is an asset of Gadobangkong Village, but the village side does not acknowledge owning land here,” Ridwan said.
