The Deputy for Strategic Planning and Land Procurement of the Land Bank Agency, Perdananto Aribowo, revealed that the progress of land development in Poso Regency, Central Sulawesi, for a dairy cattle farming project by Vietnamese investors is currently in the discussion stage across various ministries and agencies. The Land Bank Agency is also preparing land for agrarian reform within the project area.

“The dynamics are extraordinary. We are part of a team that includes the Ministry of Agriculture and the Ministry of Foreign Affairs. Discussions are still ongoing. We hope for success as this is a significant investment,” said Perandoanto following a hearing with Commission II of the Indonesian House of Representatives (DPR RI) in Jakarta on Monday.

According to him, the Land Bank Agency is currently focusing on preparing land to support this investment plan, which includes coordinating with local governments and communities. Furthermore, the agency is allocating a portion of the total 6,640 hectares for agrarian reform, specifically 1,550 hectares.

The Napu Valley in Poso Regency is projected to become an integrated milk production centre, covering everything from upstream to downstream processes, through investment from the True Happiness Group, a Vietnamese dairy producer. A delegation from the group, led by Ngo Minh Hai, was previously received by the Central Sulawesi Provincial Government in December 2025 to discuss the follow-up for dairy farming and milk processing industries in the Napu Valley.

The Central Sulawesi Provincial Government stated that this investment is expected to support the Free Nutritious Meal (MBG) programme, particularly in meeting the local demand for milk and beef. The Ministry of Agriculture is preparing to develop the dairy industry to support the President-elect’s free milk programme and to achieve milk self-sufficiency targets by 2029.

In line with this, the Ministry of Agriculture is exploring cooperation with the Vietnamese investor, TH Group, which plans to build a milk industry on Land Management Rights (HPL) land managed by the Land Bank Agency in the Napu Valley. The Minister of Agriculture, Andi Amran Sulaiman, noted that investors are keen to invest in the region, following his recent visit to Vietnam. If the investment proceeds smoothly and land requirements are met, it is projected that the project could produce 1.8 million tonnes of milk per year within the next 3 to 5 years. This would represent half of the total annual milk import of 3.7 million tonnes. “We ask the people of Poso, Central Sulawesi, to monitor this development closely,” added Amran.
