Land Bank Agency Agrarian Reform Provides Land Rights Certainty to Residents in HSS, South Kalimantan

The Agrarian Reform programme on Land Management Rights (HPL) owned by the Land Bank Agency has brought residents of Hulu Sungai Selatan (HSS) Regency, South Kalimantan, one step closer to obtaining legal certainty over their land. This was formalised through the signing of Land Use Agreements between the Land Bank Agency and Agrarian Reform subjects on Tuesday, 3 June 2026, at the Baruh Jaya Village Hall, Daha Selatan District, South Kalimantan.

The Acting Head of the Land Bank Agency, Perdananto Aribowo, stated that for the communities in Pakan Dalam, Baruh Jaya, and Samuda villages, this signing is more than just an administrative process. “Beyond that, this is a concrete step towards legal certainty for the land that they have utilised for their livelihoods and their families’ futures,” Aribowo said in a statement on Friday, 5 June 2026.

The activity is part of the Land Redistribution programme implemented through a collaboration between the Land Bank Agency, the Hulu Sungai Selatan Regency Government, and the South Kalimantan National Land Agency (BPN) Office. This synergy aims to open access for the community to land legality, while simultaneously encouraging orderly, productive, and sustainable land use. The enthusiasm of the residents was evident from the start of the activity, as they attended with high hopes that the land they have managed could have a clear legal basis to provide security for future generations.

Aribowo added that through this agreement, the community gains certainty in the land legalisation process. “The next stage is the issuance of Land Use Certificates in the names of the beneficiaries in accordance with applicable regulations,” said Aribowo.

He noted that agrarian reform on the Land Bank Agency’s HPL is a tangible manifestation of the state’s commitment to providing fairer access to land for the people. With legal certainty, the community is expected to utilise the land more optimally to improve family welfare and support regional development. “Following the completion of the signing process, all documents will be followed up for the issuance of Land Use Certificates on the Land Bank Agency’s Land Management Rights (HPL) in accordance with applicable regulations,” he concluded.
