Land Acquisition for Karangnongko Dam in Blora Enters Compensation Stage
Land acquisition for the construction of the Karangnongko Dam in Blora Regency, Central Java, has entered the compensation phase for landowners, after 14 out of 17 landowners in Mendenrejo Village, Kradenan District, reached an agreement.
“For these 17 plots, 14 owners have agreed that the form of compensation will be monetary. This agreement was reached during a deliberation to determine the form of compensation at the Mendenrejo Village Hall, Kradenan District,” said the Head of the Blora Regency Land Office, Sugiyanto, in Blora on Thursday.
He explained that the compensation value for each plot of land has been appraised by a Public Appraiser Office (KJPP). This valuation serves as the basis for deliberations with the affected community.
In total, the land acquisition for the Karangnongko Dam covers 1,037 plots across five villages: 17 plots in Mendenrejo, 328 in Ngrawoh, 177 in Nginggil, 372 in Nglebak, and 143 in Megeri. From this total requirement, approximately 535 affected families (KK) will eventually need to be relocated.
Sugiyanto stated that the compensation process in other villages is still ongoing according to the established stages, including KJPP appraisals and the resolution of objections regarding the valuation results.
Meanwhile, compensation payments for the land acquisition of the Cabean Dam have reached Rp173.8 billion as of 30 June 2024, with completion targeted by the end of 2026. Out of the 395 plots involved in the acquisition, 352 plots have received monetary compensation. Two plots are still in the process of being finalised, while 41 plots received no compensation as they are classified as state land.
Septian Ade, a field appraiser from the Public Appraiser Office (KJPP) Andi Tiffani and Partners, stated that the land compensation value for the Karangnongko Dam construction in Blora Regency, Central Java, is in the range of Rp300,000 per square metre based on the KJPP assessment.
The valuation is based on market value, considering market conditions and land prices around the acquisition site. The assessment also includes buildings and non-physical components that form part of the compensation value.
For buildings, the assessment is conducted based on building specifications, referring to the standards and costs required to rebuild the structures. Non-physical components include compensation for waiting periods, loss of business or income, as well as social and historical factors related to the community’s presence in the affected area.
A resident of Mendenrejo, who requested anonymity, acknowledged owning 4,000 square metres of land affected by the dam, with total compensation amounting to approximately Rp1.2 billion at a rate of Rp300,000 per square metre. Another resident reported owning approximately 2,000 square metres of paddy field affected by the dam, with compensation valued at Rp600 million.
The Karangnongko Dam is one of the National Strategic Projects, under the scope of the Bengawan Solo River Basin Organistion (BBWS).
In addition to managing the land acquisition for the Karangnongko Dam, the Blora Regency Land Office is also handling the land acquisition for the Cabean Dam in Todanan District, which is approximately 95 per cent complete. The Cabean Dam falls under the scope of the BBWS Pemali Juana.
