LAN Reveals Key to Successful Implementation of President's Priority Policies

The government is required not only to formulate appropriate policies but also to ensure implementation runs effectively and has an impact. However, in reality, the government still faces challenges in policy formulation and implementation. The Policy Quality Index (IKK) measurement results show that only about 6.41 percent of government agencies have managed to achieve an ‘Excellent’ qualification.

Therefore, the Head of the National Institute of Public Administration (LAN), Muhammad Taufiq, stressed that strengthening the national policy advisory ecosystem is a strategic step to improve the quality of public policy sustainably in supporting the implementation of President Prabowo Subianto’s priority policies. This was emphasised at the National Strategic Forum on building the National Policy Advisory Ecosystem in Jakarta.

‘A good programme, a large budget, and adequate resources will not produce optimal benefits if the policy on which its implementation is based is not properly formulated, implemented, evaluated, and communicated. Therefore, the government needs a decision-making process that is increasingly data-based, evidence-based, and supported by quality policy recommendations,’ said Taufiq, quoted from his statement on Wednesday, 1 July 2026.

According to him, the success of development is not solely determined by the size of the budget, the quality of programmes, or the availability of resources. The most fundamental factor is the quality of the policy on which its implementation is based.

He also assessed that the challenge of improving policy quality cannot be solved by one institution sectorally or alone. A Policy Advisory System ecosystem is needed that brings together the bureaucracy, academia, the business world, professional organisations, research institutions, and the community to jointly produce higher quality policy recommendations.

In line with this, Presidential Chief of Staff Dudung Abdurachman stated that policy advisory must be positioned as an important part of the government’s decision-making system. This role is not merely about providing input or drafting policy papers, but also presenting objective, evidence-based analysis and offering various alternative solutions for decision-makers.

Dudung explained that building the policy advisory ecosystem requires synergy from all elements, ranging from expert staff, special staff, expert advisors, and policy analysts, to universities, research institutions, and think tanks. This collaboration of all components is believed to produce government decisions that are increasingly high quality, implementable, and capable of answering the needs of the community.
