The National Institute of Public Administration (LAN) has reaffirmed its commitment to maintaining the quality of competency development for Civil Servants (ASN) despite government budget efficiency policies. This strategic step is marked by the issuance of Circular (SE) from the Head of LAN No. 6 of 2026.

The circular regulates adjustments to the guidelines for organising structural leadership training, Basic Training (Latsar) for CPNS, as well as technical and functional training. This policy is taken to align human resource development programmes for apparatus with the current dynamics of national strategic policies.

Deputy for ASN Capacity Development Implementation at LAN, Dr. Tri Widodo WU, M.A., stated that budget limitations must not become an obstacle for ASN to access quality learning. According to him, training institutions must serve as examples in being adaptive.

“So far, we have encouraged training participants to be adaptive and responsive to changes. Therefore, all components of training institutions must do the same, by continuously upgrading themselves and focusing on continuous improvement,” said Tri Widodo during his speech at the policy dissemination.

Tri Widodo explained that the issuance of SE No. 6 of 2026 is based on four main factors that pose challenges as well as opportunities for ASN competency development in the future.

Furthermore, Tri Widodo emphasised that budget efficiency in this new scheme is realised through relaxation of implementation methods. This allows central and regional agencies to continue running competency development programmes in a more efficient manner without reducing the essence of learning.

“Efficiency must not eliminate opportunities for ASN to learn. Therefore, LAN is implementing relaxation in training implementation methods,” he asserted.

Important Note: This circular serves as a guideline for adjustments and does not revoke previous LAN regulations or decisions related to Structural Leadership Training and Latsar CPNS. Instead, the SE provides flexibility for agencies in facing strategic environmental dynamics.

With these adjustments, ASN training is expected to remain a strategic instrument to accelerate national development targets, both at the central and regional levels, to realise a more professional and competitive bureaucracy.
