Lampung Prepares Data-Driven Development with Launch of Lampung-1 Satellite
The launch of the Lampung-1 satellite is part of a sister-province cooperation between Lampung and Shandong, China. Data utilisation will be developed jointly with the National Research and Innovation Agency (BRIN), with agriculture as one of the priority sectors. The Lampung-1 hyperspectral satellite was successfully launched from the waters off Haiyang, Shandong Province, China, on Wednesday, 5 August 2026. The satellite was carried into orbit using a Smart Dragon-3 rocket on the OSE Hyperspectral Twin Satellites mission. Lampung Governor Rahmat Mirzani Djausal attended the launch in person alongside delegations from the Lampung Provincial Government, Shandong Provincial Government, STAR.VISION Aerospace, and several international partners.
“This is a proud moment. What we witnessed today is not merely a satellite launch, but the beginning of a new chapter of international cooperation that will help Lampung utilise space technology and artificial intelligence to address various development challenges,” said Governor Rahmat Mirzani Djausal. The launch of Lampung-1 is a concrete follow-up to the sister-province cooperation between Lampung and Shandong, which has been under development since 2025. The collaboration encompasses modern agriculture, technology, investment, trade, infrastructure, and human resource development.
According to Rahmat, this cooperation extends beyond access to satellite imagery. It is directed towards building an ecosystem for utilising hyperspectral technology and AI through knowledge transfer, joint research, human resource capacity building, and the development of applications tailored to Lampung’s needs. “This is a long-term collaboration to build competence, develop applications, and make data the basis for faster and more precise decision-making,” said Governor Rahmat.
In its implementation in Indonesia, the Lampung Provincial Government will cooperate with the National Research and Innovation Agency (BRIN), a national institution with a mandate and competence in space, remote sensing, research, and technology development. Satellite data will undergo processing, calibration, quality validation, analysis, and translation into relevant information. Following this process, the analysis results can be utilised by the Lampung Provincial Government as a source of information for planning, policy-making, programme implementation, and development evaluation. Collaboration with BRIN also ensures that data utilisation complies with scientific standards, data governance, and remote sensing regulations applicable in Indonesia.
Agriculture is one of the priority sectors, particularly to support land mapping, crop condition monitoring, water deficit identification, early detection of crop disturbances, and production potential estimation. One commodity that has entered initial exploration is cassava. Beyond agriculture, Lampung-1 data has the potential to be developed for environmental management, coastal and marine monitoring, flood and drought mitigation, land cover change monitoring, and more precise development planning. “This technology does not replace farmers. It helps farmers and the government make better, faster, and more targeted decisions,” said Rahmat.
Lampung-1 is developed as a hyperspectral satellite equipped with artificial intelligence capabilities to assist in initial data processing in orbit. This approach opens opportunities for data sent to Earth to be more sorted and more quickly translated into information needed by users. However, the Provincial Government emphasised that the technology must still undergo system checks, stabilisation, sensor calibration, payload testing, and data quality validation before wider use. “True success is not just when the rocket reaches orbit, but when the technology it carries genuinely helps solve development challenges in the region,” said Rahmat.
The cooperation is also directed at strengthening Indonesian talent in satellite technology and remote sensing. Currently, a number of Indonesian students and young talents, BRIN and Telkom personnel, as well as Lampung Provincial Government civil servants, have the opportunity to study at STAR.VISION. STAR.VISION has also involved Indonesian engineers, including graduates from the Bandung Institute of Technology, in satellite technology and solution development. This involvement demonstrates that Indonesia has potential not only as a user but also as part of the space technology development ecosystem. “The greatest investment from this cooperation is not just the technology launched into space, but the people prepared to understand, master, and utilise it,” said Rahmat.
The Lampung Provincial Government explained that the construction and launch of Lampung-1 did not use the Provincial Budget (APBD). The construction, ownership, operation, and technical responsibility for the satellite rest with STAR.VISION Aerospace, while the Provincial Government acts as a partner in developing the utilisation of technology and data for regional development needs. Any follow-up activities that may involve regional programmes or budgets will be discussed separately, according to needs, principles of transparency and accountability, and statutory provisions. “Our hope is simple: that this technology truly becomes a solution for the community’s problems and serves as an example that international cooperation can yield real benefits for regional development,” said Rahmat.
