Lampung Governor: Lampung-1 Satellite to Provide Data for Strengthening Governance
Through the operation of Lampung-1, various types of information can be monitored periodically from outer space. Lampung Governor Rahmat Mirzani Djausal stated that the Lampung-1 satellite can provide data to strengthen governance in the region, making it more modern. “In the current era, good decisions must be born from accurate data. Lampung-1 will help us see regional conditions more quickly, more broadly, and more precisely, so that the policies taken truly answer the needs of the community,” said the Governor in Bandarlampung on Monday. He said the presence of the Lampung-1 satellite is a strategic step to strengthen modern governance through the use of technology. On 5 August 2026, the Lampung-1 satellite is scheduled to be launched off the coast of Shandong, China, as part of the OSE Hyperspectral Twin Satellites launch mission developed by the space company STAR.VISION Aerospace. “So far, the government has still relied heavily on field surveys to map regional conditions. This process requires a long time, significant costs, and can only reach certain locations. Changes in agricultural land conditions, forest areas, disaster-prone zones, river quality, and infrastructure development are often only known after direct checks are carried out,” he added. He explained that as a result, many policies have to wait for data to be collected, while conditions on the ground are changing. Therefore, through the operation of Lampung-1, various information can be monitored periodically from outer space. Satellite data allows the government to obtain a picture of regional conditions more quickly, broadly, and accurately, so that changes can be detected earlier and serve as a basis for formulating targeted policies. “The hyperspectral technology carried by Lampung-1 is capable of reading the earth’s surface conditions in more detail compared to ordinary satellite imagery. Combined with Artificial Intelligence (AI) technology inside the satellite, the analysis process becomes much faster so that various information can be utilised to support decision making,” he said. According to him, its utilisation includes monitoring the potential for floods, landslides, and forest fires; analysing plant health and irrigation systems; monitoring the quality of rivers, coasts, and seas; and observing the development of roads, industrial areas, mining, and other infrastructure. The data can also be used to calculate vehicle density, monitor changes in land cover and crop development, and detect new construction without having to conduct time-consuming and costly field studies. “For farmers, satellite data helps identify plant conditions earlier, so the potential for crop failure can be anticipated. For the government, data becomes the basis for more accurate policy formulation. The business world obtains better information to support investment and industrial development, while academics and researchers gain new data sources for research and innovation,” he continued. In addition to providing access to satellite data, the cooperation also includes strengthening human resource capacity. The Lampung Provincial Government will send a number of human resources to attend training in China with STAR.VISION to study satellite technology, hyperspectral data processing, the use of artificial intelligence (AI), and the application of remote sensing data to support regional development. “This step is expected to build the competence of local human resources, so that the utilisation of satellite technology can be carried out optimally and sustainably. The launch of Lampung-1 marks the beginning of a new era of development in Lampung that increasingly relies on science, technology, and data. This collaboration shows that regional digital transformation can be realised through strategic partnerships with various parties, so that the benefits of space technology can be felt more widely by the community without burdening regional finances,” he said. The Lampung-1 satellite was built through a collaboration between STAR.VISION and the Lampung Provincial Government, coordinated with the National Research and Innovation Agency (BRIN). The collaboration began with the signing of a cooperation agreement between Lampung Governor Rahmat Mirzani Djausal and STAR.VISION in Shandong, China, on 28 May 2025. Through this cooperation, Lampung becomes one of the first regions in Indonesia to utilise hyperspectral satellite technology to support regional development. This collaboration does not use the regional budget (APBD). The Lampung-1 satellite is not an asset owned by the Lampung Provincial Government, but is owned and operated by STAR.VISION Aerospace. The Lampung Provincial Government utilises the data and technology produced by the satellite to support development planning, public services, and data-based policy making.
