The news that Police Brigadier General Lalu Muhammad Iwan Mahardan, known as Lalu Iwan, has never filed a State Administrators’ Wealth Report (LHKPN) has drawn public attention. The spotlight emerged alongside his naming as a suspect in an alleged corruption case concerning the management of the Free Nutritious Meal Programme (MBG) by the Attorney General’s Office. The fact that his name has never appeared in the LHKPN system has raised questions among the public. Is every state official indeed obliged to report their wealth? And what are the consequences if this obligation is ignored? It is important to understand that the LHKPN is a crucial instrument in efforts to realise a transparent and accountable government. Through this report, the Corruption Eradication Commission (KPK) can monitor changes in the wealth of state administrators as part of corruption prevention. LHKPN stands for the State Administrators’ Wealth Report. Based on Article 1, point 8 of KPK Regulation Number 3 of 2024, the LHKPN is a report containing detailed information on all assets, personal data, income, expenditure, and other supporting information belonging to a state administrator. The report includes not only a list of assets but also the identities of spouses and children, the source of wealth acquisition, and various other information required for the KPK’s verification process. State administrators required to report include officials in executive, legislative, and judicial institutions, as well as other public officials who carry out state administration functions in accordance with statutory regulations. The obligation to submit the LHKPN is regulated in KPK Regulation Number 2 of 2020. A state official is required to submit the report under several conditions: upon first appointment as a state administrator; when their term of office ends or upon entering retirement; upon reappointment as a state administrator after previously retiring or completing a term; and periodically every year while still actively serving. For newly inaugurated officials, the deadline for submitting the LHKPN is no later than three months from the date of inauguration. Meanwhile, for officials who are still actively serving, the report must be submitted no later than 31 March each year for the previous year’s reporting period.
