Regional Secretary of Kupang City, Jefry Pelt, has acknowledged a delay in submitting the 2027 Regional Government Work Plan (RKPD) document to the Kupang City Regional People’s Representative Council (DPRD). The document, which was not prepared by the Kupang City Government, angered council members and resulted in the postponement of the DPRD plenary session. “There is one 2027 RKPD document that was submitted late, and I have apologised if it was indeed somewhat delayed,” Jefry said on Wednesday (12/8/2026). According to Jefry, the City Government had already submitted the 2027 General Budget Policy and Provisional Budget Ceiling Priorities (KUA-PPAS) document on 4 August 2026. “I checked with the Council Secretariat earlier; 25 RKPD documents have been delivered to the council, and perhaps today it can be completed. However, the KUA-PPAS document was submitted on 4 August 2026,” he said. Jefry did not deny that the delay occurred due to internal negligence within the government. He identified the Regional Development Planning Agency (Bappeda) as the party that was negligent in preparing and printing the document. “Indeed, there was a slight negligence from colleagues at Bappeda, and I have reprimanded them for this negligence, regarding the readiness of the document. It should have been delivered already, but because they were negligent in printing it, it was late being delivered to the council,” he explained. Jefry also admitted he was angry upon learning that the document actually existed but had not been printed and submitted. “The RKPD document is thousands of pages long. I was angry with colleagues in the government ranks because I knew the document existed, but it wasn’t ready,” he said. Despite the delay, he assured that the discussion of the KUA-PPAS and 2027 RKPD in the DPRD would not be halted. “The point is the session will continue, whether today or tomorrow,” he stressed. Previously, the Chairman of the Kupang City DPRD, Richard Odja, stated that the plenary session was adjourned because the City Government had not prepared the documents needed as material to study and discuss the 2027 RKPD and KUA-PPAS. “The government did not provide documents to be studied, and we adjourned without a specified time limit,” Richard asserted. “Let us not blame each other, because the DPRD’s Consultative Body has worked, it is just that the government did not prepare the documents,” he continued. Meanwhile, Deputy Chairman of the Kupang City DPRD, Yeskiel Loudoe, called the incident a humiliation of the DPRD institution. “Colleagues, this is a humiliation of this institution,” Yeskiel added following the statement from the Chairman. The Indonesian Democratic Party of Struggle (PDI Perjuangan) politician also questioned the function of the DPRD in discussing the budget if the basic documents were not available. “If there are no RKPD and KUA-PPAS documents, then what are we supposed to discuss?” he lamented.
