A member of the Kupang Regency DPRD, Hengky Febrianus Loden, along with his paramour Sisilya Leonora Ratu, has been placed under a reporting obligation by the Directorate of Child and Women Protection and Prevention (Reserse PPA dan PPO) of the East Nusa Tenggara (NTT) Regional Police. The pair were apprehended at a rented house in Oebufu Ward, Kupang City, NTT, on Sunday (29/3/2026) around 01:00 WITA.

The Director of Reserse PPA and PPO of NTT Police, Senior Commissioner Nova Irone Surentu, stated that they are prioritising a restorative approach in handling the case.

“We are prioritising a restorative approach, so both parties have been placed under a reporting obligation with family guarantees. Our goal is not merely to punish, but to ensure this matter is resolved fairly, proportionately, and without causing greater social impacts,” Nova said when met at NTT Police Headquarters on Tuesday (31/3/2026).

Nova explained that, in addition to the reporting obligation, Hengky and Sisilya are undergoing clarification processes at NTT Police Headquarters. The case is being processed based on Article 411 of Law No. 1 of 2023 on adultery.

According to him, the penal threat under that article is one year in prison, so NTT Police did not immediately carry out detention. They also ensured that the legal process upholds principles of justice.

“We emphasise that the entire process is conducted while upholding the presumption of innocence,” Nova stressed.

Raid and Apology

Previously, Hengky Febrianus Loden was raided along with his paramour at a rented house in Oebufu Ward, Kupang City, in the early hours of Sunday (29/3) around 01:00 WITA. The raid involved his wife, Marce Pian, along with the Directorate of Reserse PPA and PPO of NTT Police.

Hengky claimed to be a gentleman and has apologised to his family for his actions.

“Let the media opine and write, but I have acted as a gentleman and apologised to my wife, children, and family,” Hengky told detikBali on Monday (30/3/2026).

Hengky, who also serves as Chairman of the PBB Party’s Kupang Regency Branch (DPC), stated that he has conveyed an apology to his constituents and the public.

“I have stated that as an ordinary human, I realise I have shortcomings and limitations,” said Hengky.
